Description and Desired Qualifications
The Construction Management (CM) Leader is in a matrix organisation with functional reporting directly to the Director / Logistics , and line reporting within five to eight Precinct Teams. The CM Leader is accountable for the construction management responsibilities scoping and oversight of the parties involved in the direct CM responsibilities for delivery of the Q22 competition venues (stadiums and training sites) to FIFA quality standards, and the non-competition venues associated with the Q22 programme. This includes oversight of the CM tasks involved in the inception, planning, design, construction, handover and operations of the stadium(s), training sites and their associated common domain precincts (including all common domain up to the boundaries of the sites) for a successful FIFA tournament and as part of successful sustainable communities in legacy.

Essential Duties & Responsibilities:

The Programme Management Consultant (PMC), CH2MHILL, is responsible for managing the overall delivery of the competition venues and related facilities on behalf of the Qatar2022 Supreme Committee. The position of PMC Construction Management Leader will therefore require close coordination, alignment, and communication to the PMC Precinct Managers, and among the PMC Precinct Teams, the Logistics Team, the Qatar2022 Supreme Committee and Technical team as client, as well as other key stakeholders.

The PMC Construction Management Leader delegated authority limits has been determined with the client team as part of the 100 day plan and communicated through programme governance systems.

The PMC CM Leader will coordinate closely with each of the five-to-eight PMC Precinct Leaders and their teams, and the PMC Logistics Team, to develop and provide CM input in the scoping of CM responsibilities to be carried out by the multiple parties in the project delivery process. These parties include: Design Consultant (DC), Project Management firm (PM), construction contractors and/or main contractors, construction supervision consultant (CSC) who will act in the capacity of Construction Managers and specialty contractors such as testing and inspection agencies, Commissioning Agent or Authority, and ourselves as Q22 Project Management Consultant (PMC).

Duties and responsibilities of the CM Leader in this oversight role are envisioned to include:

1. Development of a Q22 Construction Management Plan that will fully describe the scope, roles and responsibilities related to construction management for the parties involved in Q22 project delivery.
2. Assistance in the procurement of Project Managers (PM’s), who will directly manage the consultants and contractors engaged in the Competition Venue development and delivery.
3. Providing oversight to reasonably ensure that the PM's comply with the CM processes and procedures directed across the programme by the PMC. This will ensure the full integration and compatibility of project and programme level data, information, reports, and systems, related to CM activities.
4. Oversight of the performance of the PM firm(s) on a periodic basis to make certain that their respective CM services and practices employed are consistent with all CM requirements and contractual obligations. The PMC CM leader will identify any performance issues and deviations in advance and will address them with the PM and report them to the Qatar22022 Supreme Committee's Technical team.
5. Periodic engagement in overseeing the consultants and contractors, with the understanding that it is the PM who is primarily responsible for ensuring that these parties deliver to their contractual duties and obligations, specifically related to their scopes of CM services.
6. Defining the requirements and accountabilities of the PM in a responsibility matrix prior to the procurement of the PM team. The responsibility matrix becomes the roadmap that facilitates the development of the PM's full comprehensive scope of services. The PMC CM Leader will work with the PMC commercial and contracts team to develop the PM's scoping document that defines the specific CM duties and responsibilities of the PM.
7. Sit on a review panel that that will review PM firm responses and put together a recommended shortlist who will be invited to submit a tender.
8. Assist in monitoring the PM's additional resource requests and make recommendations to the Qatar2022SC as required including a review of the fixed hourly rates for each personnel proposed, specifically related to the PM's CM functions.
9. Participate in the development of contract terms and conditions covering the PM services, related to the PM's CM functions.
10. Develop CM selection criteria for inclusion in the PM tender process that will include both technical and commercial proposals together with a weighting scheme in the tender for both technical and price.
11. Provide CM oversight of the works to ensure that the PM, consultants and contractors are performing and that all objectives of the FIFA Tournament and Legacy that meets Qatar's National Vision 2030 and National Plan are being fully realized, with respect to the specific CM functions.
12. Although the PM will have primary responsibility for day-to-day management of venue and precinct design and construction, the PMC CM Leader will assist the PMC Precinct Leader and the Q2022SC in procuring and managing the consultants and contractors. He/she will also proactively monitor the PM's implementation and take appropriate action to improve performance, mitigate concerns and risks before they become intractable, and ensure that lessons learned from one venue/ precinct are adopted on all others, with respect to the specific CM functions.
13. Throughout all phases of implementation, the PMC CM Leader will plan and coordinate the operations infrastructure required for PM's, consultants, and contractors to function in a safe, secure, productive and collaborative environment, with respect to the specific CM functions.
14. Once the PM firm has been secured, the PMC CM Leader will provide limited support to and oversight of the PM in the planning and realisation of contractor and consultant mobilisation and demobilisation activities including provision of procedures, systems tools and facilities necessary for effective and efficient operations, with respect to the specific CM functions.
15. The PMC CM Leader will provide assistance to the PMC Precinct Leader who will work with the event planning and management consultants and oversee the PM's in delivering test events and the Tournament overlay including assuring that all work is delivered in accordance with the approved overlay strategy that defines the operational and functional requirements, sports requirements, design approach, procurement and installation taking into account Q2022SC, FIFA, and Local Organising Committee (LOC) requirements.

Requirements

Education:
Minimum of a Bachelor's Degree and a qualified member of a recognized institution or organization (to include but not necessarily be limited to CMAA, PMI, or regional equivalent construction or project management organization).

Experience:
Minimum 15 years post-qualification experience (ideally with some recent experience on large complex sports programmes with fixed deadlines).
Minimum 15 years experience directly managing construction delivery, having successfully utilised numerous forms of construction project delivery processes, and being well versed in those processes.
Proficient in written and verbal communications, having directly written project delivery manuals as formal submittals on various projects.
Proficient as both a leader of CM work, and a team player coordinating with owners, design teams and multiple stakeholders.

Working Conditions & Physical Requirements:
The CM Lead will be based in Doha, Qatar, working from the Q22-PMC's Office in Doha.

The CM Lead will make frequent visits to the precinct sites as the construction phase of the tournament venues ramps up.

The CM Lead will need to secure Qatar residency and Qatar driver's license, which CH2M HILL as PMC, and Sponsor, will assist the candidate in obtaining.
