Strategic and Policy Director - Dubai

Our client, a growing government entity, is seeking a Strategy and Policy director to contribute to the industry development cycle with a focus on growing existing industries as well as developing new industries in line with the client's broader vision.

To be suitable for this role you must be fluent in Arabic.

Key Responsibilities and Duties
* Identify economic impact metrics for each creative industry sector, develop a performance measurement framework and develop targets in order to monitor economic growth of each sector.
* Develop an annual and long term strategy for specific sectors in line with the strategic priorities of the client with the aim of enhancing competitiveness and accelerating economic growth.
* Develop annual report on the effectiveness of strategies deployed, recommend new industry sectors, formulate long-term strategic development programme for new sectors and develop design briefs.
* Define a performance-based funding policy outlining the objectives, application process, eligibility criteria and framework for measuring the performance of funding programmes.
* Build and maintain effective working relationships with government agencies, other authorities and key partners.
* Ensure that division strategies and related strategic plans are developed and implemented.
* Develop and implement the agreed department policies, procedures and controls so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost effective service to the organisation.
* Develop the industry strategy development budget and monitor financial performance.
* Identify the required standards, tools and methodologies to ensure effective risk governance.
* Monitor and report on risk mitigation actions at department level and provide advice on mitigation in order to effectively manage identified risks.
* Proactively identify and analyse the business risks in order to minimise potential impact and recommend the achievement of governance, strategic and operational objectives.
* Implement the management of change through continuous improvement of division systems, processes and practices, changes in international standards and changes in the business environment which demand proactive action plans.

Requirements

* Bachelor's Degree, preferably in business or economics
* Minimum of 8 years relevant experience with at least 4 years of management experience.
* Proven ability to think strategically in order to create a long term strategy to promote economic development.
* Extensive experience of successfully developing, leading and implementing complex policies and projects in the government sector.
* Significant experience and consistent achievement operating at a senior management level, working in partnership within and across organisational boundaries and leading multi-disciplinary activities.
* Outstanding communication and influencing skills with proven ability to build, manage and leverage effective relationships
