Job description / Role

Employment: Full Time

JOB PURPOSE

To drive / lead the successful execution of all assigned phases of the Shutdown (SD) / Turnaround (TAR) management process for specific facility / area. Apply global procedures, best practices and tools to the SD / TAR process and ensure the milestone plan for the turnaround is achieved.
Responsible for developing and implementing turnaround readiness plans for all sites. Single point accountability for the planning and execution of all SD / TAR events. And has responsibility to develop, lead, and sustain the SD / TAR organization.
Direct and supervises the activities of a comprehensive workshop, welding and fabrication, machine shop equipment’s. Perform as a skilled, seasoned, able guide to plan SD / TAR and support the effective functioning of workshop in Chemanol.

Strategy
Participates in the formulation and implementation of the Maintenance Planning Section Shutdown / Turnaround & Workshop strategy to ensure the alignment with Maintenance department strategy.

Policies, Processes and Procedures
Participates and recommends improvements to Maintenance Planning Section Shutdown / Turnaround & workshop policies, processes and procedures and manages their implementation in own section to ensure all relevant procedural / legislative requirements are fulfilled

Day-to-day Management
Supervises the day-to-day operations of the Shutdown / Turnaround & Workshop Planning Section providing guidance, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards
Liaises with internal and external parties at the appropriate levels to ensure smooth flow of interactions

Job Specific Accountabilities
Development of SD/TAR Milestone schedule consistent with downstream work process for high complexity SD/TAR, including all optimization protocols, assurance reviews, schedule optimization shops, peer reviews, etc.
Ensures the Turnaround Milestones are met with high quality deliverables.
Oversees the development of an accurate SD / TAR budget, schedule, and organization which is in line with the Business Unit’s objectives
Works through Technical Procurement to establish and execute SD / TAR contracting and material procurement strategies. This will
Oversees the development and execution of SD / TAR logistics processes.
Optimizes SD / TAR work scope by facilitating scope reviews and by identify scope that can be moved outside the SD / TAR window. Optimizing scope should both.
Supervises day-to-day work during the SD / TAR execution phase.
Provide strategic input to SD / TAR event long-range planning, and develop and implement processes and procedures for continuous improvement in SD / TAR performance
Organize and plan work-scope, scheduling, contracting strategy, sourcing craft labor, and budget.
Ensures safety policies and procedures are properly integrated into the SD / TAR planning and adhered to during SD / TAR execution.
Ensure operation impacts and resource conflicts are minimized through effective execution and communication with Operations, Maintenance, Reliability and contractor organizations
Establishes, tracks, and reports on SD / TAR performance KPI’s. Identifying the effectiveness of the planning effort and identify areas for improvement.
Captures SD / TAR “Lessons Learned” and fully accesses the SD / TAR after completion.
Define and implement contractor management procedures and processes. Verify compliance and communicate and address any non-compliance.
Manage the contracts, ensuring compliance with regulatory, company requirements ensuring world class performance in EHS, quality and cost.
Define and review contractor key performance areas and indictors with contractor management, set and monitor performance objectives and report on same to refinery management.

Allocates assignments and provides technical guidance and instructions
Directs the maintenance, repair and routine modification of various items of plant and workshop equipment’s.
Evaluates equipment used in the workshop, suggests alternative or additional machinery or tools and provides cost estimates as part of recommendations.
Carried out regular inspections of the shop and work areas to ensure that the safe working conditions are provided that equipment and tools are used in accordance with operating instructions and that equipment which is malfunctioning is identified for repair or replacement.
Responsible for carrying out duties safely. Comply with company safety procedures, regulations, and programs. Also enhance the safety of his section by attending company’s monthly safety meetings
Continuous Improvement
Directs the management of change through continuous improvement of functional systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans

Reporting
Reviews all section reports for accuracy and in order to ensure that they conform with Company and department requirements, policies and standards

Budget
Contributes to the preparation of the Turnaround / Shutdown & workshop Section budget, and monitors the financial performance of a given area of activity versus set budget to ensure alignment

People Management
Manages the effective achievement of division objectives by setting individual targets, developing and motivating staff, providing of formal and informal feedback and appraisal – in order to maximize subordinate and department performance and transfer knowledge

Safety, Health & Environment
Complies with all relevant safety, health and environmental procedures to ensure a healthy and safe work environment

Related Assignments
Performs other related duties or assignments as directed

Requirements

Academic and professional qualifications:

• Bachelor's degree in Engineering discipline (Mechanical / Electrical / Instrumentation) or
• Engineering Diploma (Mechanical / Electrical / Instrumentation)or
• Technical Diploma (Mechanical / Electrical / Instrumentation)

Experience: Extensive experience in managing maintenance outages or shutdown/turnaround project. Scoping, analyzing and understanding the needs of management, to ensure project scheduling and cost controls are set-up properly. Experience / working knowledge of SAP, Primavera, MS project & related office software’s. Related experience in oil, gas, petrochemical, chemical, fertilizers or related industry. In depth knowledge of maintenance work execution for all types of crafts typically used in such facilities is required. In depth knowledge and experience in the planning and execution of large turnarounds is required. Basic cross discipline mechanical, instrumentation and electrical knowledge; with a core expertise in at least one of these areas. Experience in management of contracts.

• For Bachelor's degree in Engineering discipline – minimum 14 - 17 years
• For Engineering diploma - minimum 17 - 20 years
• For Technical diploma - minimum 17 - 20 years

Languages:

• Minimum English language required is IELTS-6 (GT).
• Fluent Arabic/ Working knowledge of Arabic.
