Job description / Role

Employment: Full Time

Provide Technical Safety Support to the PetroChina Operational and Technical teams, assessing technical and process safety risks, and working with these teams to eliminate, reduce and mitigate these risks in order to achieve the companys HSE policies, objectives and goals.

- Ensure that all company safety processes, rules and policies are implemented and respected.
- Executing technical duties in competent and professional manner and according to the companys procedures.
- Providing support / feedback to the head of the Safety discipline.
- Review technical data related to process safety for production facilities construction and commissioning.
- Review facilities construction and commissioning procedures.
- Review and commenting on vendor information and assist with inspection and testing.
- Liaison and project management with consultancy contractor for Process safety & Asset integrity.
- Assess changes / impacts on existing safety systems and contribute to the management of change process.
- Participate in field/project risk workshops and contribution to operational risk assessments and other ad hoc assessments as necessary with reference to safety procedures and guideline.
- Organize / attend HAZOP / HAZID / SIL and other safety reviews.
- Maintain ongoing review and update of the operational Safety Cases or COMAH Safety Report and supporting studies, including obtaining HSE acceptance as necessary.
- Provide day-to-day operational technical safety support (i.e. related to major accident hazards) to Safety teams.
- Provide operational technical safety inputs to production activities (e.g. guidance regarding necessary studies, attendance at workshops).
- Provide technical safety support to project developments (e.g. new build, brown field developments, combined ops, decommissioning).
- Provide technical safety support on development of HSE MS, procedures, Manuals, audit protocols, audit-related checklists, and ensuring the compliance of applicable safety standards, regulations and other best practices as appropriate to the organization.
- Maintain & ensure of specified Safety Critical Element Performance Standards.
- Prepare / review safety input to tender submissions.
- Provide technical support to relevant actions (e.g. as raised by incident investigations, audits, verification activity).
- Provide technical safety support to Emergency Response plans

Requirements

- B.Sc. Degree in Engineering or in a related discipline.
- Minimum 8 years of experience in process and technical safety field.
- Work experience as process/ production engineer in the oil& gas field is preferred.
- Communication and leadership skills in working with other site departments and other organizations and industry bodies.
- Good knowledge on understanding and interpreting safety standards, regulations and practices.
- Understand site operations and their respective Safety concerns and requirements.
- Excellent written and verbal communication skills in English.
- Good knowledge of computer software applications.
