Job description / Role

Employment: Full Time

Kentz currently have a requirement for a Tender Manager to be based in Dubai. This role is focused on efficiently and effectively managing the development and submission of EPC proposals from receipt of Invitation to Bid (ITB) through to design & engineering, estimation, proposal preparation submission, post submittal clarifications & responses, presentations, receipt and review of contracts and handover to operations.

Responsibilities
- Single Point responsibility and accountability for delivery of EPC Proposals for Brownfields projects
- Receive and register the ITB in line with IMS procedures
- Prepare and circulate the IMS documentation for Go/Nogo approvals - follow up with personnel until final decision is made on the Go/Nogo scenario
- Read and understand the scope of the ITB
- Assemble the proposals team in conjunction with the HOD's and lead the proposals team
- Distribute the ITB information appropriately to other functional departments
- Provide periodical reports on Group EPC bidding activities and success ratio achieved in each area. Target success ration for EPC bids is 33% both by value and number
- Organize and facilitate meetings with clients, partners, subcontractors and vendors
- Ensure that proposals are prepared in compliance with the applicable IMS procedures
- Ensure that Company policies, procedures and norms are followed for all proposals activities
- Prepare comprehensive technical proposal together with the appropriate commercial proposal and assist the Estimating Manager in preparing cost estimates and prices
- Prepare project review documentation including risk documentation, conduct the risk review at department and country level well as conduct management reviews as per the IMS procedures and Lines & Limits of Authority
- Comply 100% with internal company project review requirements as well as deadlines as set out by clients and potential clients
- Assist in the recruitment as well as training and development of proposals personnel
- Actively contribute to the development and enhancement of the proposals procedures for the delivery of successful tender packages
- Ad hoc functions as directed by the Global EPC Proposals & Estimating Manager within the scope of the Estimating & Proposals Department

Requirements

- Must have either a Mechanical or Process Engineering background within the Oil & Gas / Petrochemical arena
- A minimum of 10 years experience within proposals with a solid background in contracts and procurement
- Must be able to fully understand the tender submission process and requirements
- Must possess and excellent knowledge of MS Office Suite (MS PowerPoint Advanced essential)
- Candidate must have excellent written and spoken English language as the role requires much liaison and documentation between client and the company
- Ability to work in a multi cultural environment with solid leadership skills
- Must have adaptability to change and able to deliver under demanding work conditions
