Job description / Role

Employment: Full Time

The Tenders Officer is accountable to the Senior Tenders & Contracts Officer for performing the following functions:
•Prepares and issues Invitations to Tender, prepares Bidders List Approval form, analyzes received bids, and creates recommendations in conformance with established policies and procedures.
•Handles more complex and high value requests which require specialized knowledge of goods & services and research to recommend best practices and handle the workload using a strategic approach.
•Acts as the main point of contact for Tenders for Sponsoring Departments and coordinates Technical Evaluation of bids.
•Identifying and selecting the potential bidders from the Approved Supplier Database according to the category of goods or services requested in accordance with the specifications in the Purchase Requisition.
•Expediting the issuance of Invitations to Tender as required and tracking vendor response in accordance with stated deadlines and undertaking the necessary follow-up to maximize the number of competitive bids received within a fixed deadline.
•Analyzing quotations, creating bid comparisons, and making award recommendations.
•Delegating tasks and acting as a mentor to the Assistant Tenders Officer.
•Negotiating with suppliers (as authorized by Tender Committees) to comply with budget requirements and/or UDC standard payment terms, or to achieve cost savings.
•Maintaining documents and record retention in accordance with company policies.
•Ensure compliance to the Supply Chain Management Department Policies & Procedures.
•Ensure suppliers understand and comply with Instructions to Tenderer and UDC Terms and Conditions.
•Liaise with all UDC business units including management and demonstrate ability to be firm yet diplomatic in dealing with others.
•Conduct meetings and/or site visits with suppliers as required for pre-qualification, pre-tender, or post-tender clarifications.
•Contribute to improving the Approved Supplier Database by tracking response rates, researching and inviting local vendors in accordance with the Vendor Management Policy.
•Other duties as assigned

Requirements

Qualifications
•Diploma, preferably in Business Studies, Commerce or Technical/Engineering Diploma with knowledge of procurement processes and relevant experience.

Skills, Knowledge and Experience
•Minimum 5 years procurement experience with specific knowledge of Tender processes
•Excellent communication skills – verbal and written.
•Specialized knowledge of categories and general market conditions
•Ability to use independent judgment and to take decisive action.
•Computer skills: Vendor research using online search, Email, Word, Excel, etc.
•Familiar with the use of ERP systems to manage procurement cycle (Oracle experience is a plus)
•Effective knowledge of “best practices” procurement.
•Analytical and Negotiation Skills.
•Ability to effectively organize documents and archive records
•Enthusiastic, committed & proactive.
•Ability to multitask and deliver results under pressure in a dynamic, fast-paced environment.
