Our client is a global Property Development firm who are world renowned for the development of iconic mega projects worldwide. Their key project is a city project that extends across 38 square kilometres and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors. They now seek to recruit a Testing & Commissioning Manager to provide the overall direction and management of all issues related to testing and commissioning in accordance with contractual obligations.

Reporting to the Senior Project Manager Utilities and as part of the Infrastructure team, this role is responsible to:
- Review the testing and commissioning plans submitted by contractors to ensure compliance with operational requirements of the project.
- Plan, organise and supervise works to ensure all works performed within the parameters of the project schedule.
- Provide input to performance reviews and development plans for subordinates, including labour relations and local procurement.
- Liaison with civil engineering team in the office for engineering support and control.
- Develop budgets, schedules and plans for various elements of the project.
- Coordinate with local authorities and third parties related to all necessary testing and commissioning requirements for the project.
- Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.
- Approval of testing and commissioning works.
- Participate in negotiations with regulatory agencies in public meetings with the client.
- Initiate risk assessment of testing and commissioning works, review and endorse risk assessment results and recommend course of action to ensure mitigation of risks.
- Attend to final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates after checking back punch lists have cleared by the contractor in order to complete and submit project documentation dossier.
- Preparation, performance and reporting at team meetings.
- Participation in bid review process, review of technical proposal and specification documentation of contractors and review and evaluation of tenders to tender committee on suitability of contracts.

Requirements

- Bachelor of Science in Engineering (Mechanical or Electrical) with a minimum of 20 years of post-graduate experience with 5 years at management level on large scale industrial and infrastructure projects.
- Relative experience in testing and commissioning of substations, district cooling plant and SCADA systems.
- Ability to run comprehensive projects concurrently.
- Candidates must have experience in construction management with the capability to develop overall procedures with respect to testing of all aspects of the project including major mechanical and electrical systems in cooperation with utility providers, consultants and contractors. This includes pump stations, electrical sub stations, sewage treatment plants, etc.
- Knowledge of principles and practices of safety management, computer hardware and software and supervisory control and data acquisition (SCADA) is required.
- Candidate with expatriate experience in the MENA region is highly regarded.
- Excellent interpersonal, negotiation, report writing and communication skills.
