Job description / Role

Employment: Full Time

• Implement the learning and organisational development policies and procedures in order to develop skilled and competent workforce that MEDC needs to achieve its business plan.
• Manage and implement the training matrix using established training plan in order to align and develop skilled, competent and motivated workforce and to support the business strategic plan of MEDC
• Maintain and manage the accurate training records that are comprehensive and up to date to ensure that all trainings undertaken by all the staff are recorded and reflected to their individual development plan/ record.
• Gather different training programmes / courses proposal for technical & non-technical skills improvement from various qualified vendors/ training providers in order to ensure that it is as per the required course contents and to get the approval to conduct the training in accordance with the agreed budget and time schedule.
• Communicate and advise Dept Manager about approved training courses which are scheduled to be held in order to ensure that training nominations/ applications are recorded, accepted and conveyed on to all attendees.
• Coordinate the publication of the internal communications like newsletter, posters etc in order to communicate and promote positive workplace environment.
• Gather and collect all the training materials and assist in conducting the training evaluation to assess the effectiveness of the training courses through its impact on individual and departmental performance.
• Coordinate the induction programme of the newly joined staff in order to ensure that the MEDC mission, vision, work culture (MEDC policies and procedures) and specific job responsibilities are communicated accurately.
• Assist and coordinate the payments of all the training courses conducted in order to ensure that timely payment to the training providers/ vendors in order to promote MEDC positive image.
• Supervise and coordinate the preparation of individual development programmes for all MEDC employees to ensure that their career path and succession plans are accurately documented and communicated.
• Assist and coordinate the implementation of the scholarship programme to ensure that effective further education/ training to employees is granted on need basis only and that will enable MEDC to develop and retain skilled, competent and motivated workforce.
• Set up and maintain a fully functional training library by compiling all training courses/ materials that was conducted by the qualified selected vendors/ training providers for MEDC staff and convert it all to electronic copies which can be directly linked and accessed through the Company website.
• Process internship / training program applications from different college/ university and individual students in MEDC as per established approved policy.
• Arrange and follow up the allowances allocated to MEDC staffs who are attending out of the country training and conferences in order to ensure the timely disbursement of the allowances.
• Assist in providing monthly, quarterly & annual performance reports for Executive Management and / or Board of Directors to facilitate decision making
• Adhere to the Company’s health, safety, environment and security policies at all times and immediately report violations of these policies to MEDC’s health and safety representatives to ensure that all the staff are working in a safe environment.

Requirements

QUALIFICATIONS:
• Bachelor degree required, preferably majoring in human resources or equivalent.

EXPERIENCE:
• 4-8 years’ experience within HR disciplines
• Good business experience within Learning, and organisational development programs

SKILLS:
• Good listening skills needed with strong communication and report writing abilities.
• Good organizational skills for storage and retrieval of archived documents.
• Computer literate, with knowledge of Word, Excel and PowerPoint.
• Well developed interpersonal skills and a team player

About the Company

Muscat Electricity Distribution Company (MEDC) is the only entity responsible for distribution of electricity in the Governorate of Muscat.  It is 99.99% owned by the Electricity Holding Company (EHC) and the remaining 0.01% by Ministry of Finance.  The company was formed on 1st of May 2005 as a result of the Royal Decree  78/2004 promulgating the law for the regulation and privatization of the electricity and related water sector activities in the Sultanate of Oman.

The Decree aims to achieve a comprehensive restructuring of the electricity sector by means of gradual privatization hence the operational responsibilities  were split and passed on from Ministry of Housing, Electricity & Water (MHEW) down to MEDC and nine other companies that are now involved in various related activities.  Having these responsibilities means that MEDC is entitled to own, maintain and develop the distribution networks in the Governorate of Muscat.

MEDC’s main function is to build and maintain the necessary infrastructure for the distribution of electricity in the governorate of Muscat.  The area of responsibility includes private consumers, commercial consumers and government Sector.  This variety in customers gives MEDC a competitive advantage in the field and keeps the door for improvements always open.
