Job description / Role

Employment: Full Time

Objectives:
- To be directly responsible in planning and strategies of Systems Operational Improvement and Systems Facility Plan of expansion and development, ranging from demand modeling to network concept design anticipating necessary and innovative changes, upgrades, expansions or development of the present System from Water Sources, Forwarding Transmission Mains, Reservoir & Pumping Stations, Rising Mains, Secondary & Tertiary Mains, Service Connections, Metering, Non-Revenue Water losses and among others.
- Review, program, set and prepare according to Technical Targets and Strategies, identify problems and needs by points/ or areas for effective Systems Operation, envisage and develop plan of action for potential expansion and prepare & update as well System Plan and Demand Forecast for the entire System Plan meeting Corporate Objectives and Management directions, prioritize and optimize solutions.
- Performs whole life Project Management from its inception to end life cycle of the Project by initiating Business Case proposal and assessment of the needs of the Operation and Expansion targets as founded on the Customer demand satisfaction and Corporate mission by organizing an orchestrated effort of Project Liaison Representatives from different Department concerned bearing the principle of Optioneering in order to come up and recommend a technically sound and economical solutions thereby forming as part of the entire Facility Plan as directed under the System Plan

Major Duties and Responsibilities:
- Reports Directly to the Head of Section of Network Development and/or report directly to the Manager of Water Planning Department when the need arises or as called for, as well as actively participate as focal point to a special task assignment when appointed by the superior/s;
- Coordinates with the Operations on its Needs Requirement in order to improve the Systems Operation as a whole by collecting relevant operational data and other information;
- Gathers regular data pertaining to Water sources; Transmission; Reservoirs; Pumping Stations; Rising Mains; Distribution Network; Service Connections; District & Customer Meters; Customers List, Consumption Billings and Classifications; New Applicants and its Demands at Various Stages; Census Statistics Data, Higher Planning Council Data, etc.
- Validate, process and perform analyses of all data gathered and transform into a collection of data warehouse of worksheets, graphs and presentation materials, prepare historical assumptions and the likes; manage a data control center within the Section;
- Performs & Create Water Demand Projection Model in order to determine future water supply facilities improvement requirement to be used in the simulation of developed Hydraulic Model thereby determine the accuracy of the System Plan;
- Develops strategic planning of investment for proposed improvement works for water sources, distillate mains, reservoirs, pumping stations, distribution network, service connections, meters and assemblies and water loss management in coordination with Water Operation & Maintenance Department, Water Field Services Department, Technical Affairs, CPBD, Finance among other concerned KM Offices and suggest interim and long-term solutions to overcome deficiencies in the system as well as expansion purposes;
- Conducts actual periodic field inspection and walk the line of water supply facilities such as well fields, RO Plants, Desalination Plants, Reservoirs, Pumping Stations, Transmission and Distribution Networks including that of those to be supplied in the future in order to carry out a realistic planning approached to the proposed improvement works and expansion schemes;
- Carry out actual verification's of sites wherein the proposed water supply network facilities improvements and expansions will be executed;
- Prepares integrated program for water loss management of primary and distribution system in coordination with various KM Departments;
- Prepares as well a unified Program of eliminating the TFS operation replacing with network;
- Analyzes and coordinates the KPIs of Primary and Distribution Network personnel on matters concerning day to day operations and water loss management strategies;
- Coordinates with GIS Section on the production of necessary drawings for presentation and updating of proposal/as built drawings;
- Prepares Design Concept Reports of Capital Expenditures Projects (CAPEX) and transfer them to Technical Affairs for appropriate action;
- Prepares concept drawings of proposed improvement projects;
- Assess and recommends solutions to technical problems being sought by other Departments related to Water Engineering works;
- Prepare, Coordinate and Conduct and/or participate in necessary technical meeting and prepares correspondence and minutes to various internal and external offices in order to ensure the realization of the proposed projects as scheduled;
- Monitors the Management of the major projects and advises on deficiencies during construction stages, if required as well ensures that these project are complying with the overall strategies set forth;
- Performs other related duties as needed upon request by the immediate supervisor. Supervisory Responsibility:
- Organize, lead and manage as a Whole Life Project Manager and create a teamwork based inter-Departmental Project Focal Point of representatives to effectively deliver the Project required output.

Requirements

Qualification Requirements:
- Bachelor of Science in Civil, Sanitary, Mechanical or Electrical and/or any water supply related engineering degree with at least 20 units earned in any Master Degree Program Job Experience
- 12 Years relevant water supply engineering experience and / or at least 5 years of which are devoted to Water Supply Planning experience Physical Requirements:
- Must be medically fit & mentally fit Other Significant Requirements:
- Cost and efficiency conscious.
- Management and motivation.
- Literate in procedures and criteria of pipe network design.
- Literate in relevant PC software (e.g. Watnet, EPANet, Stoner, WaterCAD or any Hydraulic Analysis software, MS Office Programs, etc.) Capable of negotiating and problem solving.
- Team building and facilitation
- Sound spoken/written communication in
English
- Deals with a wide range of complex issues and recommends solutions.
- Creative thinking required to resolve technical and other project related problems
- Majority of problems have financial, schedule and technical impact if not resolved.
- Decides from a wide range of technical and practical solutions.
- Resolution of problems requires frequent interaction with other network engineers, consultants, divisions and other departments.
- This position is entitled to a monthly mobile phone allowance and special transportation allowance in order to carry out its official and necessary urgent verbal and physical presence of communications in effective and efficient manner and in accordance with its important assigned tasks and responsibilities as mentioned above.
