The Role


The Role


Responsibilities:
Conduct field surveys and investigations as part of a multi-discipline team to assess base or facility level water infrastructure capabilities to meet current or future needs, and to tie into the national networks in the region. Assist in project technical review, analysis, and discussions to integrate comments from interested parties.
Prepare infrastructure plan that describes, assesses, and analyses the infrastructure systems to include water treatment and distribution systems as they apply to installation development, operations, and maintenance.
Provide recommendations to correct existing or future deficiencies or shortfalls.
Support the team in project development by providing engineering analysis, engineering studies, facilities/infrastructure assessments, course of action development, design study and analysis, construction detail development, cost estimates, and preliminary schedules for proposed projects throughout the region . Prepare statements of work, performance specifications, cost estimates, drawings, etc to assist the government's development for all types of Design-Build (D-B) projects. Develop the level of project definition in the requirements documents necessary to clearly define the elements of design the Government wants to control. Identify key elements to be submitted by bidders such as a management plan and technical design solutions.

Experience/Skills/Education Requirements:

Candidates should have a minimum of 10 to 15 years experience in construction and engineering with emphasis on infrastructure projects such as facility design and construction of wells, potable drinking water supply, and storm and wastewater collection and treatment systems.
A BS degree in Civil Engineering or Environmental Science is required with studies in hydrology. A professional license, registration, or certification in the design, construction, or planning of water treatment facilities is desirable.
Cost estimating, scheduling, and Computer Assisted Design (CAD) experience.
International experience, especially in the Middle East. Proficiency in the English language is required, and the ability to speak or read Arabic is helpful but not required.

Other Requirements:
Candidates must have the ability to prepare detailed reports, written technical papers/communication, and preliminary design drawings. Candidates must be computer literate and have moderate to superior skills with Microsoft Office products including MS Word, Excel, Outlook, MS Office Picture Manager, PowerPoint, AutoCAD, and Adobe Acrobat Professional.
Some tasks may require access to, or the review of, classified material therefore the ability to obtain security clearances is desirable.
Cost estimating, scheduling, and Computer Assisted Design and Drafting (CADD) experience is preferred.
