Western Project & Site HSSE Manager

Job description / Role

We are looking for a Western Project & Site HSSE Manager to work for an EPC Contractor, Kuwait, Saudi Arabia & Oman

- Responsible for the development, implementation, review, revision, inspection and auditing of the Project HSE plan and programs.
- Act as a principle adviser to the Project in all matters concerning HSE and promotion of workplace health, safety and environmental awareness.
- Oversee day to day management of HSSE in support of construction activities
- To work to achieve the HSE targets and objectives and build a strong HSE culture with sub-contractors.
- Develop, implement and monitor HSSE management system on site.
- Conducts audits / inspections to ensure observance of the site HSE plan, and to conduct incident investigations for LTIs and HIPO near miss events.
- Report any substandard conditions, procedure or operation to the relevant Construction Manager and if the situation is warranted, order an immediate cessation of the work.
- Establish and maintain effective working relationships with Project team members, client and subcontractors and ensure compliance with legal and contract requirements
- Responsible for the preparation and supervision of emergency response exercises and for recommending corrective action when required
- Receive and review all accident and injury reports, and reports of "near misses" or potential hazards.
- Implement the HSSE compliance assurance program as it applies to site activities.
- Management, direction and support of HSSE team members on site
- Attend all HSE meetings of the project, to ensure that items discussed are published for the information and action of the whole workforce.
- Development and application of hazard identification and risk management processes for the site activities.
- Responsible for reporting deficiencies in safe working practices and for monitoring corrective action including effective close out.
- Maintain a management system to ensure compliance with OHSAS 18001 & ISO 14001 management system standards.
- Responsible for ensuring the inspection and maintenance of first aid and firefighting equipment in offices, housing, workshops, maintenance facilities.
- Your responsibilities will include other tasks, which your HSSE Director may instruct you to undertake from time to time.

Requirements

- Relevant degree or NEBOSH Diploma
- 20 years experience in HSSE management in an Oil and Gas industry for the project role
- At least 10 years experience for the Site role
- Must have an understanding of certification processes and requirements (eg OHSAS18001, ISO14001).
- Must have Middle East experience
