Job description / Role

Employment: Full Time

To undertake all international purchasing for Q-Tel in order to provide the BU's with a purchasing function which will ensure the company purchases supplies internationally at the best possible price with the most favorable terms and does so to International best practice standards within the telecommunications industry.

The position has the following responsibilities:

• In conjunction with the Supervisor and BU's, develops Request for Tenders and Bid Proposals in order to obtain best possible pricing and terms for Q-Tel when its purchases supplies, ensuring that the necessary scope of work outlining what is required and all Q-Tel terms and conditions are contained within the documentation. .
• Undertakes the bid and tender evaluation ensuring the process meets international trading standards, in conjunction with the legal department and BU's, Section Head and Contracts Manager. .
• Processes all purchase requisitions/ requirements from BU's and recommends supply sources, obtains quotations and does all necessary co-ordination to progress sourcing of materials/services/equipment.
• Ensures the day-to-day operations are maintained in line with the required standards of Q-Tel to deliver the highest level of service to internal customers whilst at the same time building supplier relationships to ensure that Q-Tels suppliers become business partners.
• Assists in negotiating price depending on the market trend to ensure competitive pricing of supplies for all international purchases.
• Undertake supplier segmentation and category strategy viz. suppliers, in order to ensure that supplier framework agreements are developed, implemented and managed to the benefit of Q-Tel in terms of cost maximisation.
• Prepares Purchase Orders for International purchases within the specified time limits and tracks progress of purchases co-ordinating with the section heads for placement of orders.
• Implement the policy for Supplier Management in line with the strategic direction of the organisation in order to set standards for building and maintaining relationships with long term suppliers
• Ensure delivery of goods and services as per requirements outlined within all purchase orders, following up as necessary.
• Evaluates performance of vendors against set criteria and provides reports in relation to vendor performance to the Section Head for further action as determined necessary.
• Maintains an up to date list of all suppliers and vendors.
• Assist in the process of management of new supplier sourcing on a continuous basis to ensure that Q-Tel has a stream of potential suppliers for all products in order to be able to deliver customer requirements at all times, and establishes and manages a vendor database.

Requirements

The following experience is required:

• At least 3 years experience in Purchasing with a significant understanding of procurement negotiations to international industry standard.

Technical:
• Must be knowledgeable in planning and forecasting systems (MRP/ERP/CRM)
• PC Literate
• Knowledge of ERP solutions, for example Oracle financials, supply chain, projects and other ERP suite of applications.
• Understanding of all Procurement processes and in particular to bid and tender evaluation processes
