Job description / Role

Employment: Full Time

A. ROLE & CONTEXT
Purpose:
The role holder has to develop the expansion plan for Access Network as short/long term in line with Qtel's Strategic guide lines and, Standard Recommendations.

Context:
Role holder has to work closely with different functions in Qtel to ensure effective, efficient and timely services to internal and external customers. The Access network shall be well dimensioned, scalable, cost-effective and future proof.

B. ROLE ACCOUNTABILITIES
Overview
Evaluate and estimate traffic demand for future access network , design and dimension long-term network architecture along with network/service convergence
Core Capability
Creative mind with strong analytics, strong planning and budget skills, business sense to make cost vs technology trade-off

Responsibility
1. Providing new technical specifications for telecom materials, systems and services such as video transmission systems, broadband optical access networks, broadband microwave/minilink systems, optical fibre cables and multimedia/ triple services etc. Technical review and recommendations for approval and implementation of such specifications.
2. Conceiving development, upgradation and modernisation of access networks so as to support introduction of new services to increase business volumes, generate higher revenues and profitability with minimum financial risk..
3. Technical study and feasibility analysis for introduction of technologies such as WiMax, Broadband Wireless, ADSL2 Plus, Optical Access Networks -Fibre in the Loop (FITL), Fibre to the Curb/Building/Home (FTTC/FTTB/FTTH), New Generation Network for Voice and Non-Voice Network so as to evolve multi-service, economical and future-proof networks and transmission systems.
4. Design and Dimension of Access Network based on traffic demands, quality of Service, protection, SLA and other factors .
5. Translation of functional requirements to Technical specifications for Access Network in co-ordination with field units.
6. Maintain key relationship with wireline product management, access network and wireline corporate and residential.
7. Function as Technical and Financial co-ordinater to ensure smooth and efficient implementation of various plans and projects related to Wireline Network.
8. Perform any other related duties as required and advised by the management.
9. Assisting for Capital and operational Expenditure for Access Network
10. Responsible for RFP, Specification and Evaluation of Various Tenders .related to Access Network Development

Requirements

C. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge
•At least 8 yrs. Planning and Budgeting of Telecom Network
•Minimum 5 years experience in Access Network development with larger Telecom Service Providers .
•Experience in managing Service Levels Agreements (SLA)
•Experience in managing small to medium size technical teams
•Sound knowledge of LAN/WAN Technologies, system architecture and platforms.

Minimum Entry Qualifications

Engineer Degree in Telecommunication, or related field . Master degree will be preferred.
