Project Summary:
MSI is implementing the Iraq Administrative Reform Project (Tarabot). The Tarabot project works to improve the functions of the Government of Iraqs (GoI) public institutions in order to improve service delivery processes through better governance and resource management approaches.

Position Summary:
Tarabot is currently seeking a number of short- or long-term consultants to serve as Midstream Oil Sector Advisors to the Government of Iraq. The Midstream Oil Sector Advisor is expected to provide analyses, advice, and solutions to representatives from the GoI Ministry of Oil (MoO) as well as the management of Tarabot. Work includes a variety of complex analyses and creative problem-solving focused on issued facing the MoO, particularly in its midstream operations (piping, storage, transport management, export/wholesale marketing). The advisor will be required to establish and maintain relationships with high-level GoI counterparts. These positions are based in Baghdad, Iraq.

Responsibilities:
- Assist the MoO to improve its goods and services sourcing systems through the use of internationally-recognized supply chain management processes within boundaries of relevant laws and regulations, approved GoI budgets and, where applicable, existing agreements.
- Assist the MoO with the development of Contracts and Procurement Plans (CPP) with demand data, focusing on midstream needs (pipelines, storage, and wholesale marketing of petroleum).
- Work with MoO officials to align its CPPs with Iraqs most current development plans.
- Assist MoO officials to develop demand forecasts for goods and services aligned to current development plans, incorporating demand data into the CPPs.
- Provide capacity building and advisory services to MoO officials to improve sourcing activities- this might include improving ministry systems for the development of bid packages, bid proposal evaluation, analyzing bid results, and compiling recommendations to award to secure relevant internal and external approvals.
- Mentor MoO officials responsible for post-award contract management and administration. This may involve examining and suggesting reforms to existing MoO administrative systems in order to secure speedy resolution of queries, timely supplier invoice approvals, processing and tracking supplier change requests, monitoring contract expiration dates and ensuring extensions or renewals are executed to support continuing service delivery to the business.
- Support the MoO in supplier performance management activities, such as performance indicator tracking, conducting performance review meetings, supporting MoO contract managers, and other activities intended to drive better supplier performance.
- Support the MoO to approach the broader supply market with approved RFP documents, and to assess and respond to bidder clarification requests.

Requirements

- Advanced university degree in engineering, procurement or other technical discipline.
- 10+ years of experience in the oil and gas sector, with emphasis on project management, procurement, and supply chain management.
- Previous work experience in oil and gas industry in the Middle East/North Africa region.
- Full fluency in English, written and spoken, is required. Proficiency in Arabic is advantageous but not required.
- Professional PSCM qualification (MCIPS) or equivalent is preferred.
- Knowledge of international oil sector supply chain management systems, such as Ariba, Backbone, SAP and the MS software suite, SharePoint, Access, etc is beneficial.
