Job description / Role

Employment: Full Time

JOB PURPOSE:
Plan & execute all plant shutdown works as set by the Production / Operation department based on the inspection Schedule including unscheduled shutdown of process plant. Carries out supervision, co-ordination, resource arrangement and direction to both company and contractor employee of different crafts to complete all the shutdowns safely, economically and within set time limit frame and cost at one or more location simultaneously. Work closely with clients to improve deliverables and performance through software usage

MAIN ACCOUNTABILITIES:
- Participates in the formulation and implementation of the Maintenance Planning Section Shutdown / Turnaround strategy to ensure the alignment with Chemanols strategy
- Participates and recommends improvements to Maintenance Planning Section Shutdown / Turnaround policies, processes and procedures and manages their implementation in own section to ensure all relevant procedural / legislative requirements are fulfilled
- Supervises the day-to-day operations of the Shutdown / Turnaround Planning Section providing guidance, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards
- Liaises with internal and external parties at the appropriate levels to ensure smooth flow of interactions

Job Specific Accountabilities:
- Supervisor all pre-shutdown (including & material mobilization), shutdown & post shutdown (including equipment & material demobilization) activities
- Demonstrate ownership of shutdown implementation and drive the shutdown processes to maintain compliance to deadlines
- Direct the work contracts on carrying out the required shutdown jobs as per the approved shutdown work lists with the best workmanship with the target shutdown completion period and budget. On annual basis, plans in detail all major and intermediate shutdown in line with the available equipment inspection list using manual planning and resource scheduling techniques (computerized critical path planning techniques & resource scheduling).
- Formulates shutdown schedules and submits them for review / approval and consults with his superintendent on all aspects of shutdown maintenance work.
- Prepare necessary work orders & reserve the material.
- Provides estimate of time, cost and manpower for every aspect or the shutdown maintenance work.
- Ensures that work quality and good safety practices are maintenance at all times.
- Work & coordinates with the field services supervisors to meet respective crafts work commitments in the given shutdown
- Plan and conduct regular follow-up meeting with all supervisor from various section and produces minutes of the meetings accordingly for review by management.
- Frequent contacts vendor representatives, supervisor for obtaining inspection assistance, permits, providing information and for general work coordination purpose
- Maintain a central shutdown records for all shutdowns for sectional reference.
- Plan and schedule approved shutdown work orders and tasks, to ensure zero harm, and utilize equipment and resources to produce effective shutdown schedules based on the Chemanol shutdown maintenance strategy and budget
- Liaise with planners, maintenance teams and contractors to ensure the shutdown use of available maintenance resources and equipment is planned and efficient
- Prepare all the necessary charts / tables / reports for review by the core team of shutdown.
- Continuously review progress
- Monitor and control planning activities through all phases of the shutdown lifecycle; long term planning; strategy; preparation; pre-work; work; post work and feedback
- Complies a comprehensive report of all work carried out including recommendations for future action
- Analyze the detailed shutdown plans, identify potential conflicts and deviations and propose solutions to optimize the overall shutdown schedule
- Ensure schedule and resource actuals, and lessons learnt for PM activities are captured in SAP maintenance plans during the closeout phase, to ensure continuous improvement for future repeat shutdown PM activities
- Provide various shutdown cost estimate for proper budgeting
- Responsible for carrying out duties safely. Comply with company safety procedures, regulations, and programs. Also enhance the safety of his section by attending companys monthly safety meetings
- Directs the management of change through continuous improvement of functional systems, processes and practices taking into account international best practice, changes in international standards and changes in the business environment which demand proactive action plans
- Reviews all section reports for accuracy and in order to ensure that they conform with Company and department requirements, policies and standards
- Contributes to the preparation of the Shutdown Maintenance Planning Section budget, and monitors the financial performance of a given area of activity versus set budget to ensure alignment
- Manages the effective achievement of division objectives by setting individual targets, developing and motivating staff, providing of formal and informal feedback and appraisal - in order to maximize subordinate and department performance and transfer knowledge
- Complies with all relevant safety, health and environmental procedures to ensure a healthy and safe work environment
- Performs other related duties or assignments as directed

Requirements

Academic and professional qualifications:
- Bachelor's degree in Engineering discipline (Mechanical / Electrical / Instrumentation) or
- Engineering Diploma (Mechanical / Electrical / Instrumentation)or
- Technical Diploma (Mechanical / Electrical / Instrumentation)
- High School

Experience:
Extensive experience in managing maintenance outages or shutdown/turnaround project. Scoping, analyzing and understanding the needs of management, to ensure project scheduling and cost controls are set-up properly. Experience / working knowledge of SAP, Primavera, MS project & related office softwares. Related experience in oil, gas, petrochemical, chemical, fertilizers or related industry.

- For Bachelor's degree in Engineering discipline experience between 6-9 years
- For Engineering diploma experience between 12-15 years
- For Technical diploma experience between 12-15 years
- For High School experience between 20-25 years

Languages:
Minimum English language required is IELTS-6 (GT).
Fluent Arabic/ Working knowledge of Arabic.
