Description of Business Environment:
- Lockheed Martin (LM) Mission Systems and Training (MST), represented by its Training and Logistics Solutions (TLS) team in Orlando, Florida, is seeking candidates to deliver maintenance technician training at a new Technical College in the Middle East.

The Air Safety Manager is responsible for the administration of the Military Training Academy (LM) Air Safety Management System (SMS) and functions as the Chairman of the Air Safety Committee. This position promotes an Air Safety culture, monitors Air Safety issues, provides safety education, investigates occurrences, acts as a resident expert on safety matters, coordinates with other stakeholders to help develop Air Safety and makes recommendations to improve Air Safety and thereby reducing the risk to life.
- Regarding safety matters, the Air Safety Manager has direct access to the Accountable Executive and appropriate senior and middle management.
- The Air Safety Manager is authorised to conduct safety audits, surveys and inspections of any aspect of the operation.
- The Air Safety Manager has the authority to recommend the ceasing of any operation considered to be unsafe.
- To ensure that risk to people's safety from aviation related work activities are properly managed and controlled.
- Advise on the implementation of the Military Training Air Safety Policy and the Air Safety policy of other appropriate regulatory bodies.
- Improvement and maintenance of the LM Air Safety Management System and Air Safety Policy
- Monitors compliance with applicable regulatory safety standards.
- Liaison with other Air Safety Organisations, including but not limited to the QEAF, Pilatus, QCAA, UK MAA, CAA, EASA, Industry and relevant Duty Holders.
- Act as the Military Training focal point for all matters relating to the investigation, reporting and analysis of air safety.
- Monitoring and conducting trend analysis on the information generated through the relevant incident/occurrence information management systems.
- Act as the Military Training focal point for any occurrence reporting raised by the QEAF Safety organisation and the Aircraft Service Provider (Pilatus).
- Act as the focal point of all matters pertaining to the Emergency Response Plan (ERP).
- Act as the focal point of all matters pertaining LMs Post-Crash Management (PCM) activities
- Coordinate and chair Military Training Air Safety Meetings producing records of committee meetings (minutes) so that activity can be followed up and management kept informed of progress.
- Represent Military Training at the QEAF Flight Safety Committee meetings and other Safety forums including those run by Pilatus.
- Collate and maintain the BowTie Analysis for Military Training ensuring they are updated and actioned on a regular (at least 3 monthly) basis.
- Liaise with other personnel both within QEAF, LM and external stakeholders to arrange and conduct formal audits to all Military Training operations.
- Liaise regularly with other LM MST Flying Training operations including BWC and MFTS to ensure communication of good practise and air safety related experiences.
- Jointly organise and run an annual MST Air Safety conference.
- Measures the effectiveness of the Air Safety management system and seeks to continually improve the quality of processes and output.
- Promote Aviation Safety Issues.
- Conduct Air Safety Management System for new employees.
- Update Safety Manuals:
- Air Safety Management System; and
- Emergency/crisis Response Plan.

Requirements

- Demonstrates an excellent safety behaviour and attitude, follows regulatory practices and rules, recognises and promotes hazard reporting and ensures effective safety reporting.
- Acts as an information conduit to bring safety issues to the attention of management and to deliver safety information to the organizations staff, contractors and stakeholders.
- Provides and articulates information regarding safety issues within the organization.
- Flexibility and willingness to do what is required to be the job done as assignments may be undertaken with little or no notice and outside normal work hours.
- The Air Safety Manager is responsible for providing information and advice to senior management and to the Accountable manager on matters relating to safe operations. Tact, diplomacy and a high degree of integrity are prerequisites.

Knowledge, Skills & Experience:

Essential:
- Broad operational knowledge and experience in the functions of the organisation (e.g. training management, aircraft operations, air traffic management, aerodrome operations, and maintenance organisation management.
- Demonstrable experience and qualifications (SMS Course or equivalent qualification) gained through operating in an military aviation safety environment.
- Demonstrable experience in the creation and management of hazard identification and safety risk assessment schemes.
- Demonstrable experience in the field of Crew Resource Management (CRM) or Human Factors (HF).
- Demonstrable knowledge of the regulations relating to aviation based Safety Management Systems.
- Demonstrable experience in improving and maintaining an aviation based Safety Management System.
- Strong team player.

- Demonstrable experience as a military or civilian Flight Safety Officer/manager.
- Demonstrable experience operating in an military aviation safety environment.
- Demonstrable experience in an audit function.
- Bachelor degree in an Aviation related field or in a business field.
