ORGANIZATIONAL RELATIONSHIP:
- Receives administrative and technical supervision from Royal Commission Engineering Director, and/or the SAPL Program Manager in terms of broad general objectives and limits.
- Exercises administrative and technical supervision over Section supervisors and specialist staff.
- Provides functional oversight of the disciplines for the engineering Department.
- Maintains contacts with suppliers and societies to keep abreast of developments. Maintains contacts with Project Management Department to ensure they are receiving adequate technical support and quality of design work is satisfactory. Maintains contact with outside technical consultants. Maintains close contacts with other Section managers within Engineering Department to ensure uniformity of compliance with RC policies, procedures and standards.

PRINCIPAL OBJECTIVE:
- Responsible for activities within the Technical Planning Section in engineering department. Organizes and coordinates assignments. Responsible for the establishment and maintenance of technical standards, design criteria, and specifications for the department; as well as Facility Planning; and Utility Planning for projects. This involves exploration of subject area, definition of scope and selection of problems for investigation, including the development of novel concepts and approaches when required. Responsible for acting independently on technical matters pertaining to the Section.

MAJOR ACTIVITIES PERFORMED:
- Manage engineering activities within the Technical Planning Section in Engineering Department, establishing and maintaining the technical standards; Facility planning; and Infrastructure Utilities planning based on Royal Commissions short, medium and long term established goals.
- Acts independently on field related technical matters.
- Maintains continuous contact with work-in-progress by reviewing or approving design criteria, key drawings or design concepts, and specifications developed by A/E contractors and reviewed by the Section staff.
- Audits project application, implementation and compliance with project Procedure Manual and with Engineering Department procedures and work processes.
- Reviews and approves key project documents.
- Provides technical/expert support to project teams and ensures acceptable technical quality.
- Establishes the Section training needs, obtains budgeting approval and recommends the development of personnel training programs.
- Conducts annual performance reviews for direct reports. Manages reviews and approves performance reviews prepared by Supervisors. Holds career development discussions.
- Inputs to and owns the engineering elements of project quantities and budges for the Section. Inputs, reviews and influences project schedules.
- Directs the development and approves design guides, standard specifications, work processes, and engineering procedures for the department.
- Monitors the engineering and architectural programs for the department including staff planning and personnel administration and input to personnel actions.
- Reviews unusual or complex design problems, provides guidance for their solution either personally, by subordinate staff or by outside consultants.
- Maintains knowledge of new developments in the Section through technical literature and by contacts within and outside Royal Commission.
- Champions within the Section the creation of a work environment supported by leadership, which fosters openness, trust, communication, teamwork, empowerment.

Requirements

- A Bachelors degree in Engineering or Architectural degree from an accredited university. Advance (Masters) degree a plus.
- Extensive progressive work experience (18+ years), including engineering management, preferably in project and staff design engineering.

SPECIALIZED KNOWLEDGE:
- Demonstrated leadership and interpersonal skills.
- Knowledge of systems, calculations, applications of methods, materials, and the use of computers.
- 2-D and 3-D (CAD) automation & BIM within the Section.
- Knowledge of industry and regulatory codes and standards, and design criteria used in the department.
- Knowledge of Engineering Department activities and administrative practices.
- Knowledge of practices and procedures for project controls, construction, procurement, quality assurance, environmental safety & health; of the EPC and Design-Bid-Build businesses; and of the proposal and bid processes.
- Skilled in oral and written communication (English).
- Registration as a PE is desirable.
- The ability to communicate effectively in spoken and written English is essential.
- Fluent use of MS Office, including Word, Excel, PowerPoint and Project.
