Employment: Full Time

My client are a government organization undertaking a major infrastructure development programme that will support the future growth of Qatar as it prepares for the FIFA World Cup 2022 and the Qatar National Vision 2030.

With more than QAR 100 billion worth of projects to be delivered within the next 5 to 7 years, they have recently undergone a major transformation programme that has restructured the business and refocused the skills within the organization.

As part of this restructuring, they are looking to fill the new position of PMO Manager a senior level position leading the day to day activities of the Portfolio Management Office and providing full support to Program/Project Managers in their area of expertise.

The PMO Manager will have authority for their own area within the organization and will act as a facilitator, mentor and coach to move the team forward individually as a lead contributor and provide direction to others in a team environment.

Key responsibilities of the PMO Manager will include:
- Assisting in the provisioning of project schedules, cost and finance information to aid the Program/Project control and monitoring
- Assisting with the production of reports and ensuring that the data is correct
- Participating in quality checks for a specific account and working with the team on planning sessions
- Using clearly defined procedures and escalating issues where appropriate
- Work within a structured team environment with some having line management responsibilities

The PMO Manager will also act with limited supervision in complex environments as well as anticipate client needs and investigate the underlying causes to determine short and long term solutions:
- Defining, managing and overseeing the portfolio management process across service providers
- Assisting the Client with annual portfolio planning cycle
- Assisting the Client in managing the project portfolio management process
- Assisting the Client to develop project prioritization attributes
- Communicating project prioritization attributes to program managers and service providers

Requirements

- A minimum of 20 years of experience in IT Project Management
- At least 10 years of experience in PMO environment with management responsibility, preferably in an outsourcing or consulting environment
- Prior experience managing large projects or portfolios in excess of $10 million
- Solid understanding of applications and infrastructure technology
- Capacity for managing several parallel initiatives, identifying and balancing priorities

The PMO Manager will also hold a current PMP or PgMP Certification and be in position of a Bachelors Degree (minimum educational requirement).
