Reports To: Executive Director of Hospitals/ Acting chief of Medical Academic & Research Affairs

Position Summary
- Within the mission, vision and values of Hamad Medical Corporation (HMC), directs and coordinates the preparation of the operational and capital budget for the entity.
- Conducts monitoring of fiscal operations for compliance with the approved budget.
- Implements HMC general policies.
- Exercises control over financial resources and expenditures at the entity level.
- Ensures the quality, effectiveness, and efficiency of the organization.

Principal Accountabilities
- Assists the Acting Chief of Medical Academic & Research Affairs and Executive Directors in the preparation of the annual budgets for the entity in coordination of Assistant Medical Director Business and project Management and all deputy chiefs for medical, academic and research affairs.
- Prepares the final budget for management review.
- Coordinates feasibility studies and financial analyses as to the implementation of new programs and projects.
- Monitors allocation of expenditures in line with budget.
- Designs and implements processes to manage the necessary financial and other operational data to make decisions and monitor performance.
- Analyzes patterns and trends and consults with departments as necessary to determine causes of variances.
- Prepares reports for entity administration with narrative explanations of deviations from approved budget.
- Establishes an effective interface with the HMC Corporate Departments.
- Participates in the strategic planning efforts at the entity level.
- Participates in and provides leadership for cross-functional and organizational-wide performance.
- Supervise the administrative function of the general administrative and support team.

Requirements

- Bachelor's degree in business or health management
- Preferred: Master's degree in business or health management
- Minimum 3 years data analysis experience, budget preparation participation and operational variance reporting
- 3 years working knowledge of hospital department operations

Key Competencies:
- Proficient in English, preferably in Arabic also
- Proficient in the use of email and the Internet for research purposes.
- Also experience in the use of Microsoft Word, Microsoft Excel and PowerPoint
- Ability to collaborate to plan strategically and implement new processes and programs through data analysis and cost effective interactions
