Employment: Full Time

- Ensure the adequacy between the standards used and the measuring equipment calibrated or verified.
- Coordinate the various teams, define, plan, and schedule the measuring equipment/devices audit program. Document audit reports and findings.
- Conduct audits on quality/ safety/ environment/ metrology issues for all the measuring equipment under his jurisdiction.
- Analyze and interpret the integrity of the measurement results to assign penalty points following the audits.
- Inform directly and quickly the concerned entities (Areas) in case of unexpected/out-of-limit results.
- Declare the installation, and authorize the utilization of new, repaired or tested measuring equipment and the validity of the authorization.
- Maintain and follow-up on Key Performance Indicators to follow the performance (safety, accuracy, quality, availability, reliability) of the measuring equipment.
- Organize and conduct contract reviews with subcontractors.
- Ensure that the metrology quality system is implemented, maintained and updated.
- Advance/improve the metrology quality system and measurement techniques to compete in pricing the Refinery products and to meet the regulatory requirements.
- Assist the Superintendent in the preparation of the Capital and Operational budgets in accordance with directions received from the Superintendent. Propose modifications, new technology, participate in the review and support all technical enhancements required in his area.
- Control, update and maintain all regulatory records and documents related to every piece of measuring equipment regarding material forms, life index and models approval.
- Maintain a metrology library for regulatory texts, inventory of equipment, intervention rate and courier. Create files for new equipment to be taken into consideration.
- Manage and ensure the follow up of the material forms and the fixing plans.
- Classify, distribute and control documents retrieval.
- Participate in updating the quality management system documents like quality manual and procedures. related to metrology.
- Create special instructions, overview and validate special metering operations such as crude metering with back-up method of tank gauging
- Ensure compliance with all SATORP environmental health and safety regulations. Investigate incidents/accidents. Encourage and control risk analysis of any unusual operational or maintenance activities at the laboratory. Attend periodically group safety meetings.
- Perform other related duties as assigned by the Superintendent Planning & Performance Control

Requirements

- Strong knowledge of Microsoft office tools and industry-specific software.
- Strong knowledge of instrumentation and statistical methods and metrology.
- Strong knowledge of principles of measurement science, technical analysis of measurement problems, and accuracy and precision requirements.
- Ability to understand and communicate with technical people inside the Refinery and suppliers, and to trouble-shoot problems.
- Good knowledge of basic electrical, mechanical, electronics and automation.
- Good knowledge of current and/or related metrology inventory management database tools.
- Ability to read and understand technical drawings.
- Strong command of oral and written English.
- Knowledge of API, MPMS, ISO and all applicable standards.
