Construction Manager - Pumping Stations & STPs - Kuwait

The company is the Developer and Construction Manager of a prestigious waterside city in Kuwait which is being rolled out on an unprecedented scale with very short timeframes. This iconic project has a strong western centric management team and systems, has a track record of successfully delivering projects and has been strategically growing and expanding its capabilities. There is a full and stable list of work orders looking into the future and therefore the prospect for long and stable employment.

The Construction Manager will be responsible for leading a team (or teams) in delivering a series of Sewage Pumping Stations and Treatment Plants safely, on time, to a high standard and within budget. Works will be delivered utilising both the Company's construction teams and specialised sub-contractors.

The primary responsibility of the Construction Manager will be the execution of the construction works, however they will be required to contribute through all phases of the project life cycle (i.e. from concept & design development, technical specification review and approval, Government approvals, procurement strategies and implementation, construction and commissioning). The extent to which the Construction Manager takes a lead or assist role on the pre-construction elements will depend on the candidate's workload, their abilities and the specifics of each project.

The Construction Manager will report directly to the Senior Project Manager.

Responsibilities

Construction
- Define roles, responsibilities, targets and deliverables for the team and monitor performance and productivities against these targets.
- Develop and/or approve detailed construction programmes.
- Track costs against budget and identify areas of potential risk and/or contingency.
- Manage the various sub-contractors and/or direct labour to deliver the Construction Works to time, quality, cost and safety objectives.
- Identify possible programme conflicts or constructability issues in advance of the works and make recommendations on alternative approaches.
- Coordinate resources and priorities of the Works.
- Identify and resolve any design and discipline coordination issues.
- Assist in defining the procurement strategies, risk apportionment and target deliverables.
- Prepare and issue minutes of meetings, technical reports, productivity reports, QA compliance reports, etc.
- Ensure shop drawings, method statements, procured materials, etc. are complying with the contract, design drawings and specifications and that they are submitted to and approved by the independent Consultant supervision in a timely manner.
- Ensure that all works proceed within the terms of Contract and the Ministry requirements.
- Coordinate with the relevant Government representatives who visit the site and will ultimately take possession of the works.
- Ensure robust QA Systems are in place and functioning well throughout the whole project life cycle.
- Ensure that there is a team of qualified and capable staff in place to deliver the various Projects to the required standards and timeframes (whether it be the construction team, the sub-contractors or the Consultant supervision).
- Lead by example in your approach to Site Safety.

Pre-Construction
- Assist in the pre-selection of designers, sub-contractors and suppliers.
- Review design proposals for their compliance with project objectives, functionality, value targets, Ministry objectives & technical standards.
- Review technical and contractual documents for completeness before issuing for tender.
- Assist in the Ministry submission and approval process.

Requirements

- 4 year Civil Engineering Degree or similar
- Min. 10 years of experience in the delivery of civil infrastructure and/or building works.
- Proven communication skills with a high functioning and technical grasp of the English language.
- A history of working abroad and large multi-cultural teams is preferred.
