Job description / Role

Employment: Full Time

Our Client is a government owned company formed to plan, execute and operate the wastewater collection, treatment and distribution system in the governorate of Muscat.

Duties and Responsibilities

Managerial Responsibilities
- Support the General Manager in defining the strategic priorities for the Operations & Maintenance division in a manner that aligns with the client goals and objectives, and drives growth coupled with prudence and sustainability
- Support the General Manager in the formulation and implementation of the Operations & Maintenance division policies and procedures at clients company , in line with industry benchmarks and best practices
- Assisting the General Manager in the preparation of division budgets in conjunction with the organizational budget, tracking expenses and ensuring adherence
- Lead cross-divisional interactions to leverage synergies and drive efficiency in the division’s performance
- Participate and provide inputs in various governance committees, as may be applicable to the role

Operations and Maintenance Strategy
- Ensure effective implementation of operational policies in order to meet quality standards and procedural legislative requirements.
- Oversee calculation of costs and revenues and identification of areas of unsatisfactory performance and design action plans to effectively address these issues
- Lead the articulation of a high level capital plan which outlines client anticipated major capital expenditure and its impact upon cash flows
- Monitor current operational processes in order to identify and implement potential operational improvements that will improve service, quality, health & safety, environmental and cost performance
- Manage overtaking of assets from the government and there inclusion with client assets, networks and service operations

Maintenance
- Ensure smooth functioning of a planned maintenance system to manage all maintenance and repair activity across all operational areas
- Direct an efficient and cost effective M&E, telemetry and SCADA materials and equipment stores system to ensure resources are always available to cover general day to day operations and that contingency planning for emergency situation as per defined standards
- Facilitate reduction in downtime down time, by guiding the development of an integrated rapid response maintenance plan, in line with good compliance standards, safety and value for money
- Monitor execution of all major electrical, mechanical, and instrument maintenance activities in accordance with maintenance schedule/plan and physical tasks related to testing of relevant apparatus, waste water treatment plants, pump/ lift stations, other allied facilities etc.
- Ensure execution of all work carried out in the division are in line with agreed plant operating philosophies, maintenance procedures and safe work practices

Technical Support
- Direct the risk assessment of the Operations & Maintenance Systems and lead in the development of recommendations for risk management. Introduce Risk Management to the Operations & Maintenance departments in consultation with interfacing departments
- Lead contingency planning for emergency situations, and ensure compliance with the established standards and guidelines
- Guide and ensure all condition monitoring activities are carried on Client assets as per vendor specifications and timelines
- Ensure all new house connections are provided as per agreed timelines and standards and manage the resolution of all escalated complaints forwarded by the customer support team
- Monitor timely execution of small projects including evaluation of options, preparation of scope of work for technical and commercial evaluation
- Ensure necessary Operations and Maintenance support is provided regarding project management and technical issues for all small and medium projects for the plants and associated facilities
- Monitor implementation of processes and polices to ensure all relevant project documents for justifications, budget analyses, calculations, plans, specifications, cost estimates, and schedules for assigned Operations projects are available, as and when required

Area Operations
- Monitor effective maintenance of Client’s physical assets (STPs, Pumping Stations, TE Networks etc.) and ensure compliance with relevant quality standards in order to contribute effectively to the overall organization’s objectives
- Review all aspects of plant instrumentation and equipment functionality in assigned plant in accordance with procedures and treatment process objectives
- Ensure smooth and timely functioning of area operations by guiding accurate preparation of work orders, work related reports, procurement requisitions, and data submittal requirements
- Manage maintenance of the asset technical integrity by ensuring all maintenance activities are executed in line with the safety guidelines and in a cost efficient manner

Compost Plant
- Manage preparation and review of the business plan for the facility that links requirements of the facility, production quantities, market demand, revenues, etc.
- Lead the execution of compost plant’s operational activities according to the strategic plan
- Direct routine laboratory tests and checks to ensure that the compost products comply by the required regulations. Ensure effective transportation and packaging of compost products

Other Core Responsibilities
- Oversee and review all weekly and monthly MIS and technical reports, pertaining to Operations & Maintenance division, in a timely manner
- Ensure that the quality, health, safety and environment related requirements as applicable to performing the role are met at all times
- Adhere to organizational policies and procedures at all times as applicable to performing the role

People Management
- Define goals, responsibilities and authorities for team members and ensure objective periodic administration of the performance appraisal process, provide feedback on an on-going basis
- Actively coach team members on opportunities for performance improvement and capability development and take actions to leverage people’s strengths, and develop them through different available means
- Identify skill gaps and organize trainings for the team on various aspects to ensure overall learning and development
- Follow all applicable Human Resources policies and procedures for all people management activities such as recruitment, induction, training and performance appraisals
- Develop a positive work environment and encourage teamwork
- Undertake ongoing communication regarding all actions, activities and other aspects to employees within respective team, as required

Requirements

- Bachelor’s degree in Mechanical or Civil Engineering; Master degree preferred
- Certification in project management preferred
- Proficiency in written and spoken English is essential
- Minimum of 17 years of relevant experience
- Prior experience in operations and maintenance roles
- Prior experience in utilities sector
- Strong communication and Leadership skills
- Omani National
