Job description / Role

Employment: Full Time

The Project includes project management, construction supervision and contract administration of a large wastewater program consisting of six main construction packages with a combined value of over $1 billion.

The packages include an 80,000m3/day Sewage Treatment Plant, using SBR technology and five network contracts covering 100’s of kms of network, including vacuum sewer networks and pump stations. The Project Manager (PM) is responsible for management support to Parsons Project Director (PD) and coordination of contracts on daily basis.

Serves as the primary point of contact with the Client and the contractors. The PM acts as the Engineer’s Representative for contracts within the authority allowed by the Engineer and he deputizes for PD when he is unavailable at site.

SPECIFIC RESPONSIBILITIES
- Coordinates with PD and support staff and ensures uniformity in Resident Engineer’s activities and decisions
- Manages all staff under his responsibility and ensures that all staff are performing as required
- Proactively manages the relationship with the Client staff
- Ensures timely reporting and communication with both Parsons Management and with the Client
- Liaises with other Authorities and third parties when required
- Advises on contractual and construction matters. Reviews with REs, Contract Manager, PD and the Engineer (if required) all contract related issues, prior to issuing of a response to a contractor and/or the Client
- Ensures all safety goals are achieved on the program and promotes safety culture among Parsons, Client and Contractor personnel involved in the program
- Ensures QA/QC requirements are implemented. Reviews with QA/QC Manager working processes and implement improvement plan
- Attends regular meetings with contractors and Client
- Ensures supervisory staff levels are satisfactory
- Liaises with all parties, exchanges correspondence and monitors approvals
- Maintains awareness of Contract’s financial status
- Deputizes for PD when he is unavailable
- Ensures that the position of Parsons is not compromised

Requirements

- More than 15 years of experience, with minimum 5 years as a Project Manager/Senior Resident Engineer in similar infrastructure projects.
- Experience with waste water projects essential.
- Experience in both waste water network and treatments plants preferred. Experience with water and infrastructure development projects preferred.
- Have outstanding client relationship building skills.
- Possess excellent written and oral communication skills.
- Have a thorough knowledge of contractual matters and project control.
- Be experienced in claim review.
- Be capable of effectively communicating the project requirements to personnel involved in the project execution.
- Be able to implement the Parsons Quality and Safety Systems.
- Have experience of working in the Middle East.
- Needs to have good technical knowledge and should have some previous design exposure.
- Western educated candidates are preferred.
- Be expected to successfully complete Parsons Project Management Certification Program, if not already certified, within 12 months of commencement
