Purpose of the Job
• Provide Technical Safety Engineering (TSE) support, advice and assurance to management/ assets/ projects, to ensure compliance with company fire & safety standards and regulatory requirements.

• Custodian: Function, Asset and Project related business records for Technical Safety studies

Interfaces
• Internal: Technical Safety Engineering TA2, Asset teams, HSE teams, Project engineering teams, other Technical Authorities, FEED office, Project Delivery team & other functional interfaces.

External
• Consultants and Engineering Contractor organizations, Shell, Authorities

Scope
• The incumbent shall provide Technical Safety Engineering support to and assurance for company Assets, TSE Corporate Function and projects ranging from Select to Operations phases. Responsibilities relate to Technical Safety Engineering design, TSE workshops facilitation, technical clarifications and participation in assurance activities e.g. PSUA, audits, etc.

Organization
• The Technical Safety Engineer (TSE) reports to the Functional team lead-South directorate and will be supporting Assets & Projects supports, Functional interfaces & assurance activities, delivery & implementation standards / procedures to all company assets and facilities.

Principal Accountabilities
• Provide advice and guidance on the appropriate risk mitigation measures required for operational and integrity related Technical/Process Safety issues.
• Provide guidance, development and lateral learning to other Technical Safety Engineers in company. Especially support and mentor young graduate Omani engineer in Technical Safety engineering.
• Work with specialist Technical Safety Engineering Contractors, including work planning and prioritization, Quality Assurance, and budgetary control.
• Participate in Reviews and Audits in order to facilitate lateral learning and ensure gaps in the systems are addressed
• Execute Accountabilities and Responsibilities identified in the Decision Control and Authorities Framework (DCAF) Matrix of Accountabilities and Responsibilities. In summary, these include:
• Providing guidance on compliance with company standards and Oman legislation relating to Process Safety hazards and seeking discipline approval for step-outs.
• Developing HSE Cases and supporting Hazard Identification and Risk Assessment (HEMP) studies on behalf of the Operations or Project Manager.
• Ensuring that own Technical Safety Engineering discipline engineering design work is delivered successfully, and appropriate reviews are conducted.
• Carrying out appropriate TSE discipline and inter discipline checks and reviews of engineering and design work.
• Contributing to the development of execution contracting strategies that compliment designs, construction methods and operating methods.
• Assessing the root causes and learning’s from Process Safety incidents to determine appropriate actions and the need for lateral learning.
• Contributing to maintenance and update of relevant safety engineering standards.

Requirements

Qualifications/Experience Required
• University degree in engineering (chemical, mechanical, mining, or equivalent).
• A minimum of 8 years of experience in production or engineering of oil and gas facilities, including a minimum of 4 years of experience in Technical Safety Engineering/Process Safety.
• Skilled in Physical Effects Modelling and Quantitative Risk Assessment, experience with Shell FRED and SHEPHERD software is preferred.
• Proven ability to prepare, lead and facilitate Technical Safety Engineering workshops, such as HAZID, Bow-Ties, ALARP, SIMOPs, and Facility Layout and Siting. Knowledge of HAZOP and SIL classification.
• Able to develop ALARP demonstrations for Technical/Process Safety risks and developing HSE Cases.
• Knowledge of Shell standards and guidelines, including Sour Gas design and operations standards and guidelines.
• Experience with project technical safety management implementation and project execution.
• Knowledge of Fire Protection standards and guidelines.
• Effective communicator who can influence key stakeholders.
• Proven coaching and mentoring skills for graduate and young engineers
• Good spoken and written capability (technical reports) in English and demonstrated IT literacy.

Challenges
• Working within a complex organization e.g. the workforce is multi-cultural, a large proportion of staff will be new to company’s safety culture
• Provide the right balance of challenge and support to Operations / Projects in the role for Technical Safety Engineering.
• Ensure that effective controls are in place to manage the risk from all Process Safety hazards to a tolerable and ALARP level at all times.
• Managing the introduction of new technology and its related hazards in company, where Company standards have not been fully developed.

• Able to work in interdisciplinary teams and capable to guide, coach and mentor young engineers.
• Able to manage multiple interfaces between Corporate Function, Assets, Projects, Customers and other Stakeholders.
• Knowledge of Sour Gas design, Shell standards and operations standards and guidelines.
