We are now accepting applicants for a major infrastructure development program in the West Bank and Gaza, involving transportation, water supply, waste water treatment, energy and other facilities components.

Job Responsibilities:
- Overall management, supervision and direction of the CDM Smith team’s construction portfolio.
- Identification of resource requirements (personnel and support) for construction activities.
- Manage and coordinate resourcing between construction supervision teams.
- Identification or development of tools/templates to be utilized by construction supervision teams, including, but not limited to reporting requirements.
- Train personnel in construction supervision teams in use of tools and templates.
- Ensuring that each subproject management team is maintaining quality while keeping construction subcontracts on time and within budget.
- Oversight of construction contractors’ performances and enforcing applicable codes, specifications and contract drawings, to the extent practicable.
- Ensuring that all record-keeping, daily inspector’s reports, equipment usage, photo logs, and all field reporting is maintained and submitted regularly.
- Ensuring adherence to CDM Smith’s quality management program (QMP)
- Coordination of inputs from construction teams for regular and accurate (progress and financial) reporting to Client, CDM Smith and the local beneficiary agency as required by the Contract with Client
- Ensuring effective cooperation, coordination, collaboration and communication with the relevant owner, USAID, local government officials, private entities, non-governmental organizations, other donors, and community-based groups as required by the Contract with Client.
- Reviewing/approving recommendations for progress payments.
- Ensuring proper materials sampling, testing, and compliance is maintained.
- Establishing punch list system for substantial completion review.
- Reporting to project management or periodic basis for inputting to weekly, monthly and quarterly reporting.

Requirements

- Bachelor’s Degree in Engineering from an accredited university.
- Master’s Degree, PMP, or other management qualification a plus.
- Professional Engineering License or International equivalent, preferred
- At least 15 years professional experience, with at least 5 years of senior construction management.
- Minimum of 10 years of experience on technically relevant projects
- Experience managing people and organizations.
- Experience in construction supervision.
- Experience with USAID Contracting Requirements, or FIDIC conditions of contract
- Excellent written and oral communication skills in English
- Experience in West Bank/Gaza desirable, and in the Middle East and Northern Africa region essential.
