We are now accepting applicants for a major infrastructure development program in the West Bank and Gaza, involving transportation, water supply, wastewater treatment, energy and other facilities components.

The Health & Safety Manager provides leadership and manages all aspects of safety & health at multiple construction project sites, ensuring regulatory compliance by employees and subcontractors with project safety plans, local safety and health requirements, and to the extent possible and practicable, OSHA and USAID regulations.

Job Responsibilities:
- Prepare the project’s Accident Prevention Plans (APP), Site-Specific Health & Safety Plans (HASP), and all necessary documentation required to create and maintain a safe, healthy work environment.
- Work with employees and the various construction subcontractors providing occupational safety & health leadership, safety awareness, special safety training, and promoting a safety culture.
- Ensure all personnel, including subcontractors, are using appropriate personal protective equipment.
- Prepare, post, and communicate activity hazard analyses (AHAs), and insist that all personnel follow the AHAs.
- Conduct regular safety inspections/audits and achieve/document corrective actions if needed.
- Conduct safety meetings and provide awareness level safety training on basic construction safety topics.
- Conduct accident investigations and prepare reporting in accordance with USAID and CDM Smith requirements, maintain OSHA 300 logs or equivalents.
- Ensure all regulatory and awareness safety postings and signage are in compliance and kept current.
- Maintain organized records and prepare periodic required reports to management.

Requirements

- Bachelor’s Degree in occupational safety and health management, or a related field.
- 7 years of demonstrated experience in maintaining the safety and health of workers on construction sites.
- Technical experience, construction site familiarity, and construction management experience a plus.
- 30 hour OSHA Construction Safety certification required.
- Construction Safety Professional (CSP) or similar certification highly desired.
- First Aid/CPR certificate a plus
- Experience with previous USAID programs and familiarity with 29 CFR 1926 regulations a plus.
- Good written and oral communication skills in English.
- Experience in West Bank/Gaza preferred.
