We are now accepting applicants for a major infrastructure development program in the West Bank and Gaza, involving transportation, water supply, wastewater treatment, energy and other facilities components.

The Procurement Specialist supports the technical implementation of the AESP project by ensuring that all purchasing of equipment and supplies, and all tendering for goods and services follows prescribed guidelines of transparency and accountability in accordance with USAID and CDM Smith corporate requirements. The Procurement Specialist is responsible for the following:
- Prepare and undertake major and minor procurements in accordance with the needs of the program.
- Ensure that all procurement procedures and documents are in compliance with CDM Smith and USAID rules and regulations.
- Coordinate the implementation of purchases, service agreements and subcontracts in support of the Sr. Contracts and Procurement Manager.
- Perform due diligence on potential bidders or awardees.
- Work with procurement team to develop, update and monitor a master procurement schedule.
- Work in coordination with Finance and Administrative teams to resolves issues.
- Close out contracts and subcontracts which have been satisfactorily completed.
- Maintain detailed document files and organized records and assist in preparing periodic reports to management.

Requirements

- Bachelor’s Degree in business, accounting, engineering or related field.
- 5 years of experience in purchasing, procurement and contract management.
- Working knowledge of administering competitive procurements, subcontracts, purchase orders and grants under FARS regulations.
- Experience with previous USAID programs a plus.
- Computer literacy with MS Office programs experience, including spreadsheets.
- Good written and oral communication skills in Arabic and English.
- Experience in West Bank/Gaza preferred.
