We are now accepting applicants for a major infrastructure development program in the West Bank and Gaza, involving transportation, water supply, wastewater treatment, energy and other facilities components.

The Quality Control Manager provides management and oversight to a comprehensive program of quality assurance and quality control, ensuring that all construction, equipment procurement, installation, testing and commissioning is accomplished in accordance with the specifications and special provisions inherent in each construction subcontract.

Responsibilities include:
- Develop or adapt Quality Control Plan for the program and its application for each project, integrating contractual and CDM Smith requirements
- Ensure all staff follow the contract Quality Control Plan, where applicable.
- Review/approve QA/QC Plans submitted by subcontractors.
- Monitor subcontractor adherence to QA/QC Plans.
- Investigate and report on extent and nature of defects when discovered in the course of construction, develop recommendations and lessons learned.
- Review testing procedures, test results, and prescribe additional test where required.
- Observe field quality assurance teams, review records and ensure compliance.
- Establish, equip, and oversee the materials testing labs.
- Train and guide technicians in proper methods and techniques of testing.
- Ensure conformance to technical specifications and good engineering practice.
- Maintain organized records and prepare periodic required reports to management.

Requirements

- Bachelor’s Degree in Civil Engineering or related degree from an accredited university.
- Minimum 10 years’ experience in construction QA/QC operations, preferably with water, wastewater, roads, and vertical construction.
- Familiarity with ASTM, AASHTO, AISC, and related design/construction/testing standards.
- Experience with previous USAID programs a plus.
- Good written and oral communication skills in English.
- Experience in West Bank/Gaza desirable.
