Job description / Role
Role Objective
• Support the Asset Affairs management to make a positive contribution towards achieving the Ashghal mission and Corporate Strategy objectives. Play the lead role in ensuring the Ashghal Vision and Values becomes part of the culture of the Roads Operations & Maintenance division.
• Support the management team with projects to achieve the Asset Affairs strategic objectives, contributing to the development of the Roads Operations & Maintenance division to become efficient, dynamic and customer focused.
• Ensure that any works undertaken by external suppliers comply with their contractual obligations and in particular that they adhere to health, safety and quality requirements throughout.
• Ensure that the operational delivery of the work meets the needs of the local communities and key stakeholders.
Details Roles & Responsibilities
• Undertake all works in accordance with the health safety and environmental standards to ensure the highest quality of health and safety and environmental best practice and quality of works are implemented.
• Manage the handing over of Assets from Construction into Maintenance, ensuring that all required Asset information is captured and integrated into the Departments Asset Management systems.
• Ensure that Assets are handed over to the highest standard and liaise with Contractors to ensure that any defects on projects due for handover are detected, recorded and rectified.
• Coordinate the teams within the Department to ensure that handover documentation is reviewed and handover inspections take place.
• Liaise with other relevant parties i.e. Infrastructure Affairs, PMCs, Supervision Consultants and GECs, Contractors and Private Developers to drive an early engagement approach to project handover.
• Provide professional and technical excellence to Roads Operations & Maintenance management teams in roads engineering to ensure desired project outcomes
• Allocate tasks to other members of the team and report to the Senior Management Team on resourcing issues
• Review maintenance designs, requirements and ensure they are appropriate and meet the expected levels of technical excellence within Roads Operations & Maintenance.
• Support the investigation of internal and external customer complaints and ensure satisfactory solutions are reached in line with agreed performance indicators and support customer centric organisation
• Provide day-to-day direction to less experienced Engineers and work with them to ensure high performance within the department is achieved at all times.
• Follow Ashghal’s personnel policies, procedures and performance management processes for his/her team.
• Participate in the establishment of the Departmental plan to provide training opportunities for staff and assists in developing staff through both formal training courses and on-the-job training.
• Keeps abreast of technical developments, relevant regulations and industry best practice to enhance professional competence and continues development
• Evaluate and recommend procedures and practices to improve operational efficiency; evaluates alternatives for performing needed work including the option of outsourcing services
• Attend project review meetings to evaluate progress of on-going construction or maintenance activities.
• Assist in the development of Contract documentation for tendered projects developed by the team to support business development
• Act as a Project Manager, taking responsibility for budget, time and health and safety management for the contract.
• Oversee the quality assurance for drafting, establishing maintenance and operational handover procedures for each infrastructure or facility
• Leads research and benchmarking activities against accepted international best practice standards in relation to maintenance planning
• Perform additional duties as required by Line Manager
Requirements
Qualifications
Essential
• Degree in Civil Engineering discipline BSc, BEng, MEng or equivalent
Desirable
• Project Management qualification (PRINCE 2, PMP or equivalent)
• IOSH Managing Safety or equivalent
Technical Knowledge
• Familiar with forms of contracts, including responsibilities and contractual obligations
• Computer literate and thoroughly conversant with MS Office suite and relevant engineering software packages.
• Familiar with Asset Management, Highway Maintenance, Health and Safety, and Quality Standards and Regulations
• Experience of Operations & Maintenance and Construction process
• A demonstrable period of Road Network maintenance experience
• Ability to programme manage and resource plan the delivery of schemes from Construction into Operation & Maintenance
The Individual
• 10-15 years’ experience in similar role
• Ability to supervise and manage the development of a team
• Flexibility and willingness to be involved in all aspects of the operation
• Experience of working in an operation with quality and health and safety systems
• Team player but have the ability to work well unsupervised
• Manage their time and team effectively and be self-motivated
• Excellent communication and organizational skills
• Strong project management skills
• Good decision making skills
• Ability to identify & implement solutions to problems
