Job description / Role

Employment: Full Time

We are looking for a FM Specialist – Civil & Public Health Engineer to set up and initiate, supervise, monitor and control the operations and maintenance of Civil and Public Health systems related estate / property services and security for new major healthcare facility. Responsible for Drainage, Domestic Water, Wholesome Water, Fire Protection Systems and Legionella Control.

- Site and engineering systems familiarisation, understanding and presentation of design and installation, as well as training
- Operational Engineering Commissioning activities, including production of policy and procedural documents, chairing and production of minutes for commissioning meetings
- Produce training management plans and implement
- Identify and assess Health and Safety issues
- Production of risk assessments and method statements, including water management and legionella control
- Input to the production of Utility Management Plans
- Input to the production of Emergency Management Plans
- Review and acceptance of O&M manuals
- Supply chain management and database
- Establish PPM schedule and reactive maintenance works method
- Assist in the Implementation of policies, procedures, and operational standards
- Assist in identifying needs and requirements for contract scoping
- Undertake daily inspection of properties to ensure adherence to policies, procedures, and operational standards
- Oversee vendor operations and monitor performance against set SLAs
- Input vendor performance summary into the VMS and other facility management systems on a weekly/ monthly basis
- Compile and aggregate supply chain performance reports and communicate them to Engineering Management
- Handle Public Health Engineering complaints/ requests from client and ensure closing of all tickets
- Liaise with vendors to resolve client requests or complaints
- Liaise with Engineering for technical input or advice when required
- Escalate major issues to Engineering Management
- Ensure the implementation of approved sustainability initiatives
- Ensure correct application of HSE standards
- Monitor the guarantees of contractors in regards to defects
- Identify opportunities for continuous improvement to enhance performance and quality of work with a view of stakeholders’ expectations
- Follow all relevant safety, quality and environmental management policies, procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/services and a responsible environmental attitude

Requirements

- Bachelor's degree in Engineering or similar discipline is preferred
- Previous experience as an Authorised Person on healthcare project
- Demonstrate experience in acute healthcare engineering and operational projects
- 10+ years of experience in Civil/Public Health Engineering on healthcare projects
- Expertise in Civil and Public Health Engineering systems, with experience and understanding of a range of engineering systems maintenance, strong practical knowledge of facility mechanical and electrical systems and components, and deep exposure to the region
- Knowledge of Qatar regulations, QCS 2014
- Knowledge of international engineering standards, NFPA, ASHRAE, British Standards, L8 ACOP and HTM guidance
- Demonstrate knowledge and understanding of implementation of Risk and Quality management.
- Experience of CMMS
