This exciting opportunity has become available to be part of a growth firm that develops iconic mega projects worldwide. An opportunity has now arisen within one of our client’s key projects, a mega futuristic city project for a Construction Manager - Infrastructure.

This city project extends across 38 square kilometers and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors.

The scope of works comprises Tunneling, Excavation works and Pile Walls (near water). This role centers on monitoring and endorsing the work of partner companies in the preparation of technical contract data, specifications, drawings, cost estimates for public building and infrastructure projects.

This role is also accountable for quality inspections of partner companies and contractors and ensuring compliance with specifications, regulatory requirements, quality, time and cost for construction projects.

Reporting to the Project Manager, this role is responsible for the following:
- Assists the Project Manager to manage and coordinate building and infrastructure projects and manage partner companies.
- Provides day-to-day direction and works to ensure a high performance, customer service oriented work environment that supports achieving the firm’s mission, strategic plan, objectives and values.
- Operate the firm’s personnel policies and procedures and performance management processes for project staff.
- Assist the Project Manager to monitor and endorse the work of the partner company in the planning, supervision and review of contract services to ensure timeliness, quality and consistency of work
- Develop detailed work schedules and make work assignments to engineering technicians.
- Establish priorities, reviews and adjusts schedules to meet project(s) requirements.
- Work closely with Partner Company to interpret and explain plans and contract.
- Interpret, explain and enforce the firm’s regulations and policies to partner companies and liaise with the Project Manager regarding possible changes to plans (variation, addendum, extension of time) and problem resolution.
- Provide technical liaison to the Contracts and Procurement Department as requested by the Project Manager during invitation, receipt and evaluation of bids, and contract finalization.
- Monitor and endorse work completed by the partner company on the development of the construction contract package (architectural, civil, electrical and mechanical aspects of technical design, drawings and specifications, engineering estimates and project budgets and job scheduling).
- Ensure that damage, accidents, delays, bad weather, or emergencies at construction sites have been investigated appropriately by the partner company and that appropriate actions are taken to deal with the impact.
- Ensure that partner company and relevant comply with the firm’s building, fire, safety, handicap and environmental codes and regulations.
- Inspect safety aspects of jobs in progress; encourage Partner Company to observe applicable safety rules and regulations.
- Determine changes to contract, collects data and makes recommendation to Project Manager on budget requirements, work progress, milestones achieved and recommend operational budgets, expenditure and claims of the partner company.
- Assist the Project Manager to manage the firm’s project files which includes as-built drawings, design data, project contracts, specifications and drawing submittals.
- Review logs and records of work performed in relation to construction management activities.
- Manage preparation of periodic and special reports as required.
- Review accuracy of reports of contract work and other assigned activities, review progress, performance and completion of reports, purchase requests, requisitions, and reports of claims.
- Assist the Project Manager where required to approve payments and reimbursements in accordance with contract terms and conditions.
- Responsible for strengthening relationship with the partner company.

Requirements

- Bachelor Degree in civil, mechanical, electrical engineering or general construction or comparable with a Professional Engineering qualification being highly regarded.
- Minimum of 5 years’ experience in project management, engineering, construction, project controls and procurement.
- Candidates must have delivery experience in infrastructure works with mega project experience being essential.
- Candidates must possess client / development experience and/or contracting experience.
- Knowledge and understanding of civil engineering principles.
- Knowledge of principles of capital improvement cost estimation and contract administration.
- Experience in expatriate environment is highly desirable.
- Well-developed communication and negotiation abilities and ability to lead high profile projects is essential.
