Construction Manager - ITS (Intelligent Transportation Systems)

Job description / Role

We are currently looking for an CONSTRUCTION MANAGER (ITS) INTELLIGENT TRANSPORTATION SYSTEM who provides overall direction and management for our infrastructure project in Doha,

You will review of on-going designs and design changes to make sure all technical requirements are met, relevant local and international standards are followed and authorities’ requirements are included. One of the main task is to ensure the interface requirements of ITS with Smart City systems and other relevant stakeholder systems are followed.

Prepare scope development, scope management, commercial performance and meets the project goals and objectives; identify risks/problems and helps develop options to resolve.

The ITS Construction Manager will manage the day-to-day interaction with the Client representatives/Authorities and manage the design/supervision consultant and the ITS contractor in the implementation of ITS in order to ensure that the Client’s interests are met.

You will support the performance monitoring to confirm technical compliance with contractual requirements. Applies a comprehensive knowledge of ITS to be used during ITS implementation, as well as the methods and techniques to be utilized for installation, integration and commissioning of ITS; contractual obligations and technical aspects of all items to be constructed. Co-ordinate with Authorities for approvals; supports the management of ITS project to monitor on-schedule completion within or below budget in accordance with contractual obligations.

Review/approval of the daily and weekly reports. Preparation of handing-over schedule and required presentations to Client. Represents the interests of the client during construction execution. Negotiates changes to the scope of work. Responsible for following up on instructions and commitments associated with the project. Participates in technical co-ordination meetings with regulatory agencies in support of client’s interests.

Ensure timely responses to RFIs, processing of change orders, System Design Documents, material submittals and method statement approvals. Identify technical issues and propose solutions to implement ITS and manage meeting critical milestones for each phase of the project. Supports monitoring and compliance of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other approved documents by the construction contractor. Responsible for following up on instructions and commitments associated with the ITS implementation.

Requirements

- 4-year degree in Electrical/Electronics/Instrumentation & Control Engineering or related technical field
- 16 years of related work experience in particular with ATMS/ITS providing design, construction and project management services; Experience in the implementation of ITS projects at domestic and/or foreign locations with strong technical and design background is preferred.
- Candidate should have sufficient design background to be able to review design submittals and make sure that all technical requirements are met, relevant local and international standards are followed and client/authorities requirements are included. Previous experience with smart city projects that includes integration of ITS with smart city systems will be considered as an added-value.

Further Experience Required:
- Must have previous experience with ITS Designs and Implementations.
- Must have strong technical background in UTC system, DMS, LSCS, Detection Systems, CCTV, OVDS, ANPR, RWIS, Fiber Optic Designs, telecommunications, ITS integration with tunnel systems/SCADA and commissioning.
- Proven ability to perform in a management capacity, good written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.

In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project. Previous experience in smart city projects that includes integration of ITS with smart city systems.
