Job description / Role

Employment: Full Time

The Construction Manager MEP takes charge of the Architectural and MEP QAG At Grade station for its construction aspect as defined in the Contract, and accepts liability for its correct execution within the framework of; the Project Manager approved budget, the safety regulations and QDVC policy, the QDVC quality standards, the ethic chart define by VINCI and QDVC policy, the general and detailed planning of the works.

Principal Accountability & Responsibility:
- All construction activities, installations, production, and plant section under the Architectural & MEP Sub-Project works.
- Animating and coordinating own works on the project including sub-contractors tasks.
- Coordinating and liaising with Plant, Survey, Planning, Design and Methods Department.
- Coordinating and liaising with QHSE, HR and Sub-Contractors Managers.
- Initiate and get local authorities necessary work permits and authorizations (SIS, LOA, Cold Permits, etc...)
- Initiate and formalize the take-over / hand-over from (or back to) the Employer or any other such third party.
- Insure periodic renewal of permits and make them visible plus available on site at all times.
- Initiate and regularly implement 6 months look ahead program.
- Within the overall scope of work, responsible for
- To coordinate, monitor & control and supervision of all Civil Engineering activities carried out by contractors working at the individual Project adhering to EHS Guidelines and other Engineering disciplines
- Represent the owner interests in the project towards contractor, Vendors, construction companies etc.
- To prepare Cost Estimate, BOQ defining the scope. Supervising or preparing of Basic Engineering documents.
- To carry out Technical discussions with bidders including evaluation of bids technically.
- To check the design/drawings submitted by consultant for the suitability of site.
- To Monitor and control resources, schedule, performance and cost.
- To report the scope changes with deviation analysis
- Closing of Civil activities, measurement checking, bill certifications etc. in co-ordination with other engineering disciplines
- Ensuring completeness of as-built documentation and records and hand over to site engineering.
- Establish local know-how and market contacts in the relevant discipline and share with other / new project teams in Company's local and global works.
- Perform other duties for the PM and management staff

Budget
- Prepare the budget establishment for the S/C and own activities.
- Monthly reporting on the results provided by the cost control, daily acting for cost saving.
- Puts in place an organization of the works appropriate for the execution of the works within budget, program and contract's requirements.
- Encourage Engineering value (documented by cost comparison, method drawings...)

Planning
- Prepare with Project Manager and Planning Engineer the overall works program
- Initiating and regularly implement 3 months look ahead program.
- Checks the work progress statements issued by his team and S.C. Alert on deviation, propose corrective action and implement it once validated by the Project Manager.
- Organize the preparation and approves the detailed schedules of the works execution, complying with the short and long term objectives defined by the Project Manager.

Safety
- Ensures compliance of the works with the safety recommendations and the measures stipulated in the general Health Safety Environment Plan. Must stop the works any time there is a risk for personnel injury.
- Validate the risk assessment of each WMS
- Organize site tool boxes, task brief, and IFF site staff and employees involvement
- Organize and lead, through the Plant Department, that the equipment provided by the Subcontractors is maintained in operating and safe condition.
- Continuously demonstrates by his acts his full involvement in HSE issues, participates in HSE meetings and HSE programs, motivates his personnel and ensures that the works teams follow the Quality, Environment and Safety policies.

Quality and Environment
- Is the originator of the Project Execution Procedures (Work Method Statements)
- Approve, the WMS procedures for the site, including risk analysis, ITP, management of hazardous materials, products and wastes.
- Organizes the REX document before full completion of the works
- Reviews the QHSE Plans and Project Execution procedures of Subcontractors
- Lead quality for the construction by organizing and checking
> That the site get latest approved document for execution
> That all site tasks are covered by an approved WMS
> That quality control is being carried out and ITP's are being adhered to.
> That works are inspected by an Independent Checking Engineer
> NCR or FCR are properly done and treated in a minimum of time
- Lead in analyzing with the Site Manager or Senior Superintendent all the QHSE non-conformance, determining the causes and proposing corrective and preventive actions. Approves the proposal for corrections, following non-conformances.

Permits
- Organize necessary local authorities temporary permit (SIS, LOA, Cold Permit...)
- Organize and Manage Handing over from (or back to) the Employer or any third party
- Make sure all permits (temporary and permanent) are visible and available on site

GENERAL COORDINATION
- Takes part in the Project Management Review
- Lead internal weekly production meetings and approves the minutes
- Permanently check the delivery schedule of technical document required for the works
- Organizes S/C weekly works meetings and approves the minutes
- Organize coordination between his different sections of the works.
- Organize coordination with external department (Survey, Planning Design, Method)
- Organize coordination with third party (other CP interface meeting)
- Contributes information to the weekly site progress report.
- Approve Site Instructions to S/C

RESOURCES (STAFF AND EQUIPMENT)
- Defines his personnel and equipment needs and recruits his senior staff (prepare job descriptions for the Project Manager approval)
- Manages his staff in coordination with the HR department
- Ensures that personnel allocated to the works are properly trained, qualified and informed through formalized procedures of selection, induction and tool box talks.
- Prepare and manage regularly Staff Assessment (minimum once a Year) as per QDVC policy: review past and fix future objectives, listen and propose training, eventually propose promotion
- Propose and manage regularly Production Bonus in line with the Construction Manager policy: review past and fix future quantified and achievable objectives
- Organize establishment and approve the list of equipment needed for the Project. Anticipate delivery delay and forecast long term procurement for main items as Tower cranes, generators, formworks, shoring

POSITION IN THE ORGANIZATION
- Report to the Project Manager
- Manage MEP Engineers and Architects

RELATIONS WITH THE PM/CM AND THE EMPLOYER
- Takes part in construction meetings with the PM/CM and the Employer.
- Coordinates with the PM/CM on day-to-day site issues o ensure good relations between the PM/CM's and the Contractor's construction team.
- Validate the bi-weekly program to be dispatch to all including PM/CM
- Provides information for the Progress Reports as required by the Contract

Requirements

- 10-15 years in Construction Project Management on major civil works including 3 years minimum preferably in Middle East
- Minimum Bachelor Mechanical Electrical Engineering Degree or Post-Graduate Degree in relevant stream.
- PMP is a plus

- Brilliant organizational, planning, execution skills.
- Fluent in English is a must. French, Hindi, Arabic is a plus.
