Job description / Role

Employment: Full Time

• Support the Senior Contracts Specialists in delivery of their requirements
• Responsible for reviewing and recommending on quantum on complex change requests and claims
• To assist with programme analysis & tracking
• Ensure management costs reports are properly prepared that accurately reflect the actual and budget position of projects
• Ensure maintenance of the project work breakdown structure, budget and integrated cost report and cash flow
• Analysing and reporting on consultants and contractors cost reports, cash flows and monthly and weekly reports
• To review and recommend payment
• To evaluate Contractor’s extension of time requests and preparing recommendations to the management
• To review and comment on bids and contract award recommendation reports
• To effectively monitor and analyse the project cost, identify trends and recommend corrective actions
• To identify, develop, and improve procedures and systems for the section, department, and Ashghal
• To provide reports to the Program Delivery Leader and senior management within Ashghal pertaining to construction aspects of projects and the program
• Responsible for assisting with delay / disruption analysis impact on complex change requests and claims and where necessary prepare quantum
• Work with project teams to establish the correct information in response to claims
• Review delay and disruption analysis in response to claims
• Prepare claim and counter- claim register including “cause and effect” of all events in claims logs
• Provide assistance and advice in the management of claims and disputes
• Prepare progress and recommendation reports as required

Requirements

Mandatory requirements
• University degree from a recognised University in an appropriate field such as Project Management, Commercial Management or Construction Management or equivalent
• Excellent communication skills in English, written and spoken
• Driver's Licence

Desirable requirements
• Professionally qualified in MRICS or equivalent is preferable
• Master’s degree in a relevant field
• Arabic language skills
• Experience of working in Qatar or the Gulf region
• Minimum 10 years of post graduate experience
• Experience in major infrastructure projects or programs. Preference is given for roads, aviation, structures or rail experience
• Experience in contract formation and administration
• Sound knowledge of different contract forms, e.g. FIDIC
• Commercial claims and advisory services
• Strong post-contract administration experience
