Job description / Role

Employment: Full Time

- Responsible of establishing and maintaining long-term working relationships or partnerships between Hemaya and selected suppliers / vendors.
- Coordinate with the Procurement & Contracts Manager to develop the Contract’s department yearly plan and budget.
- Perform contract/subcontract review, negotiations and interface with customer/vendor contracting personnel.
- Negotiate contract terms, pricing and payment schedule, ensuring that the agreements with the vendors / suppliers are commercially advantageous.
- Review all contract/subcontract modifications and proposals for completeness, compliance and accuracy.
- Notify management of potential non-compliance and other problems that could have an adverse impact to the company.
- Ensure compliance with all Qatari Government contract reporting requirements.
- Participate in customer business management reviews, focusing on contractual issues.
- Draw up all contracts for the procurement of goods and services and ensure that contracts are fair and enforceable.
- Coordinate with the Legal Affairs Office at Hemaya in the review of contracts to ensure that Hemaya rights are protected.
- Execute tendering procedures and ensure a transparent and competitive tender processes where required.
- Manage suppliers information and evaluate their performance according to certain criteria on regular basis.
- Process requests for goods or services from the requesting departments and provide advice if necessary.
- Document best practices and develop policies and procedures that conform to government regulations with the policies of Hemaya.
- Evaluate Organizational Conflict of Interest (OCI) issues.
- Coordinate with the Finance Department on all purchases made for proper settlement of financial obligations.
- Evaluate suppliers and prepare bids when required.
- Conduct periodic meetings with subordinates to follow up smooth running of activities and discuss their suggestions as well as adopt appropriate procedures and executive plans with respect to these suggestions.
- Review all reports prepared by subordinates and prepare periodic reports with respect to the Contract Management activities and achievements to be submitted to the direct supervisor.
- Conduct performance appraisals for subordinates according to scheduled plans and recommend necessary actions as per the applied practices.
- Recommend training needs of subordinates and evaluate the outcomes of training courses in coordination with HR.
- Practice duties and roles in line with the authorities as illustrated in the authority matrix.
- This covers the key responsibilities to be performed, but is not all inclusive. It does not preclude other responsibilities from being assigned and undertaken.

Requirements

- Bachelor’s degree in Business Administration or its equivalent
- Ten years of relevant experience in the contracts management
