Job description / Role

Employment: Full Time

Manages all pre- and post- contract activities for a major multimillion dollar infrastructure project. Interacts with Client, consultants, and contractors throughout the project lifecycle. Proven experience dealing with contractor and consultants claims and disputes.

Key Accountabilities
- Serves as Contracts Manager during period of his absence.
- Provides senior-level guidance to assigned personnel, and ensures proficiency and timeliness of all contract administration functions in conjunction with the Contracts Manager.
- Works with the Contracts Manager to define staffing assignments and re-assignments as project needs arise and to set project priorities.
- Assists in the development, reviews, and maintenance of the Contracts Management Plan and provides updates to the Project Management Plan.
- Manages and supports completion of the entire tender process (pre-qualification, proposal preparation, tender evaluation as well as contract negotiations and administration) by providing guidance and reviews of direct reports work.
- Provides leadership and supports negotiations of the more difficult, complex, or sensitive issues associated with tender awards.
- Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts. Responsible for managing, reporting, and analyzing all contractual matters related to assigned construction packages, including final payments and retentions.
- Manages and reviews the executes pre-tender and pre-contract stages, including commercial evaluation of tenders received, ensuring the contracting strategies and the ultimate contracts developed are consistent with company approved policy.
- Manages support team to assure contracts effectively managed during the course of the contract period and ensures its close-out is in accordance with established procedures.
- Reviews and recommends claims and other contractual matters to the senior management.
- Reviews and/or prepares progress reports and supports the Claim/Risk Manager in resolving risks and claims in the best interest of the client through contract related advice.
- Supports the Contracts Manager in other duties as deemed necessary.

Requirements

- 4-year degree in quantity surveying, construction management, engineering or related field.
- 12+ years of related contract administration experience (including claims & disputes) preferably in the GCC is required.
- Working knowledge of FIDIC and other international standards, pre- and post-award contract administration.
- Prime contract administration and management on large international engineering / construction projects.
- Administration of multiple contracts.
- Ability to work as a part of specialist team, work with minimal supervision.
- Working knowledge of software typically associated with contract administration.
- Experience working in a similar capacity with design and supervision consultancy firms supporting large construction and infrastructure projects.
- Proven ability to perform independently in a contracts managers role, possess excellent written and oral communications skills, and have a thorough of industry practices and regulations related to contracts and their negotiation, experience in construction contract administration, understand / comprehend Terms and Conditions, the legal issues, be able to interpret and understand contracts, must be very organized, must have effective problem solving, and negotiation skills.
