Job description / Role

Employment: Full Time

Job Purpose: To develop plans and procedures and assist with the coordination of the emergency response strategies in accordance with QF Emergency and Crisis management framework. To provide training and education throughout the organization on emergency planning, response and management, including roles and responsibilities, evacuation strategies, notifications and mobilizations, use of emergency communication systems and facilities. Conduct regular drills and exercises to test and continually improve the response system.

KEY RESULT AREAS
- Responsible for the development and maintenance of emergency and crisis management procedures in accordance with the QF Emergency Response Plan requirments (ERP) and the overall QF emergency and crisis management Framework (ECMF).
- Review Emergency Response Plans to ensure compliance and alignment with QF emergency response plan and QF emergency crisis management framework.
- Expected to respond to emergency situations at the scene or in the Emergency Operation Centre (EOC) and support response teams.
- Oversee and implement a regular testing program for QF procedures and plans in coordination with facility end-users, operators and other QF stakeholders.
- Maintain a reporting mechanism and action tracking mechanism for capturing all improvement actions disseminate and follow up with all stakeholders.
- Participate in QF wide or facility specific hazard and vulnerability assessments to identify and prioritise emergency response scenarios.
- Act as a focal point in major events and assist in the development of emergency response requirements.
- Provide a working interface and line of communication with other QF organizations and projects for emergency preparedness matters.
- Take a leading role in investigating any incidents and emergency situations where aspects of the emergency response are in question.
- Provide technical support and advice to all QF centres and affiliated entities in matters related to emergency response and management.
- Develop and facilitate education programs and training materials on Emergency response and Management for front line staff and middle management in accordance with QF ERP and ECM framework.
- Participate in QF ERP reviews to ensure compliance with QF ECM Framework and other international standards.
- Participate in QF annual exercise in coordination with other government agencies.
- Act as a liaison with other local government agencies to ensure alignment of response processes and requirments with QF.
- Oversee the maintenance of QF Emergency Operations Centre (EOC) and all processes involved in the operation of the Centre; maintain all equipment, plans and procedures in the EOC; participate in post-incident reviews and identify and implement improvement processes.
- Identify any new requirements related to improving the response effort including training, communication systems, facilities and other tools.
- Work proactively with staff to establish and maintain a framework that promotes a culture of emergency preparedness across the organization.
- Promote and raise awareness, at all levels of the organization, of the importance of emergency response and the individual and organizational responsibility.
- Participate in the self-assessment reviews of QF ERP in accordance with QF ECMF requirements Identify potential emergency response deficiencies and opportunities for improvement, record observations in an issues management process for corrective action and continuous improvement.
- Update job knowledge by participating in educational opportunities; reading professional publications; participating in professional organizations.
- Other reasonable tasks as assigned by the Head of Emergency Response
- Comply with and enforce QF health, safety, and environment policies, procedures, legal regulations and objectives applicable to areas of responsibility to ensure that work is performed in a safe, healthy and environmentally-sound manner

Requirements

- Bachelor’s degree, preferably in Emergency Management, crisis management, fire safety management or other equivalent discipline.
- A minimum of 6-8 years’ experience in Emergency Management or operational experience with emergency services.
- Knowledge of emergency and crisis management technical standards, best practice, specifications and other regulatory or professional standards agencies.
- Excellent report writing skills and persuasive oral communication skills in English, preferably with Arabic proficiency.
- Ability to remain in control and provide sound judgement during crisis / emergency situations
- Proficiency in MS Office applications
