Job description / Role

Employment: Full Time

- Represent the facility owner and provide technical advice during project concept design, detailed design meetings and reviews.
- Review fire strategy reports and make recommendations.
- Review site, construction, sprinkler, standpipe, fire alarm, and all other system plans to ensure that they conform to the applicable regulations, standards, and codes.
- Evaluate and review sprinkler systems, fire main installations, detection and alarm systems, smoke control systems, and other fire protection components.
- Evaluate briefs submitted by engineers seeking approval for code equivalency.
- Review and evaluate smoke control analysis reports to ensure compliance with applicable codes, and standards.
- Review and evaluate sprinkler, fire suppression and fire alarm shop drawings and calculations to ensure compliance with applicable codes and standards.
- Review and evaluate architectural plans to ensure compliance with applicable codes and standards.
- Work with the main contractor, project management consultants and QF to ensure that fire safety requirments and systems are adequate and operational during the facility construction phase.
- Provide strategic advice to senior management on fire protection strategies.
- Review performance based fire strategies and validates code requirements.
- Provide technical assistance and guidance to architects, engineers, contractors, facility operators, and various fire department personnel by providing a technical interpretation of building and fire codes.
- Act as a technical resource during major incidents by providing information concerning structural stability, hazardous materials, and fire protection components. Responsible for reactivation and reacceptance tests of fire alarm and sprinkler system.
- Assist in the training of HSSE staff with regards to fire science, fire protection components, and fire inspections. Provide presentations and training at various events concerning updates to codes and regulations.
- Assist fire investigators. Duties may include cause and origin determination, reconstruction using fire modeling, system operation, system failure, and code compliance.
- Assist in the pre-incident planning process. Act as a technical reference for building systems and department capabilities.
- Lead in life safety systems testing and commissioning and prepare pre-occupancy life safety systems assessment reports.
- Follow up with project engineers all items related to life safety systems and ensure close out.
- Ensure knowledge transfer of life safety systems during the facility handover phase.
- Deliver building fire safety training and orientation to all stakeholders during the handover phase.
- 5. Operating Environment, Framework & Boundaries:
- Work extends to all areas in Education City and those facilities outside of EC which are under QF
- Work is in a structured environment where overall directives are defined and wherein the procedures and operating plans continue to be developed
- Re-organization in the Department is expected to ensure and meet group objectives and satisfy requirements of QF’s continuous organizational growth
- Effective leadership is required to meet the operational demands, especially in the conception phase, and to work effectively in a complex multi-national environment
- Complies with QF health, safety, security and environment policies, procedures, legal regulations and objectives applicable to areas of responsibility to ensure that work is performed in a safe, healthy, secure and environmentally-sound manner
- Demonstrates continuous effort to improve operations, decrease turnaround times and streamline work processes; works cooperatively and jointly to provide quality seamless customer service

Requirements

- Must have a Bachelor degree in Fire safety Engineering or other equivalent engineering discipline.
- Minimum of 10 years proven and documented experience in code enforcement and fire protection consultancy.
- Minimum of 5 years’ experience in providing fire consultancy for projects.
- Must be well conversant with NFPA standards and codes.
- Must be knowledgeable of:
- Fire protection engineering methods and practices
- Installed fire extinguishing and related safety systems.
- National Fire Protection Association Standards.
- Structural fire protection.
- The nature and characteristics of fire and related hazards.
- Fire prevention strategies and practices.
- Automatic fire detection systems.
- Fire control and suppression systems and practices.
- The hazards and risks associated with fire.
- Must be able to:
- Work effectively with other discipline engineers and other professionals.
- Communicate effectively with peers, supervisors, and members of the public from different cultures and backgrounds
- Make public presentations regarding fire protection, inspection, and investigation
- Write technical reports
- Analyze and creatively resolve conflicts between code and operational and economic concerns
- Tactful in dealings with higher authorities regardless of whether the authority is technically or organizationally higher.
- Interpret local codes and standards pertaining to fire protection.
- Work efficiently with minimal supervision to complete assigned tasks expeditiously
- Establish and maintain effective working relationships with other Qatar Civil Defense.
- Identify fire hazards and risks in order to take corrective action.
- Validate Fire model results.
- Write fire engineering scopes for consultants for new projects.
