Job Purpose

Administers the provisions Flowing Gas agreements relating to payment; quantity; force majeure and notification, of the assigned Company agreements as well as coordinating and monitoring implementation of all other provisions of the agreements to ensure compliance and exercise of the Company’s rights.

Job Context & Major Challenge(s)

• Involved in all the stages of the Flowing Gas contracts administration process, from initially receiving a contract from the Commercial Department or from the Shareholders (or other) through to invoicing and interface with Finance.
• Flowing Gas on behalf of the operator may review and make recommendations to proposed amendments or new contracts and provide contract development support.
• Operational issues often arise requiring prompt reaction to preserve business continuity - situations not explicitly contemplated by sales agreements often arise.
• Challenge in dealing with a wide range of complex commercial agreements related to Flowing Gas.
• Agreements include SPAs (pipeline based), processing and marketing agreements, flare reduction agreements, back-up agreements and other inter-venture agreements.
• Required continuous commercial and contractual administration oversight on a 24/7 basis.
• Frequent communication and coordination is required between Flowing Gas, Operations (Panel), A&P and customers to ensure that any operational matter is handled and managed in a timely and concise manner.
• The SPAs under Flowing Gas supplies over 50% of Qatar domestic gas demand to the value of about U$1 billion per annum. For some of the Customers/Consumer, Qatargas ventures are their sole supplier. Key Job Accountabilities Implement and ensure full contractual compliance of all Flowing Gas commercial agreements including Gas SPAs for AKG, Barzan and LNG ventures Sales Gas and Ethane, LPG Processing and Marketing Agreements, Back-up Agreements, Domestic Gas SPAs on Account of LNG, Backflow Agreements, Emergency Back-up Agreements and Flare Reduction Agreements.
• Participate in implementation and maintaining procedures of the SPAs and other agreements to comply with policies and procedures.
• Compile data and prepare reports/presentation in compliance with applicable standards, internal policies and procedures.
• Analyse and monitor flowing gas deliveries to ensure business continuity and compliance with volume and/or specifications related provisions of the agreements.
• Provides reports as required.
• Identify complex SPA/commercial and operational issues and suggest recommendations on the most appropriate approach.
• Update annual activities tracking calendar for each SPA to enhance monitoring and compliance as well as ensure capture of QG optionality decision milestones.
• Prepare and issue contractual notices including price notifications, maintenance notices, monthly and annual volume reconciliations.
• Prepare the issuing of all invoices, monthly cash flow forecasts and monthly/quarterly/annual statements under Flowing Gas.
• Interact regularly and coordinates continuous communication with internal QG functions such as Allocation & Planning, Finance & Operations, external buyers/consumers and Shareholders on relationship management, resolution of operational/commercial issues as well as information and data exchange.
• Maintain and operate section’s “Energy Component – Hydrocarbon Accounting System” as well as the controlled calculation models for each Gas SPA to generate invoices and reconciliation reports.

Requirements

Qualifications

• Bachelor degree in Engineering, Sciences, Economics or Business Administration or associated degree.
• Knowledge and/or Experience 6 years general business or industry experience including 4 years of hydrocarbon sales contracts administration experience preferably with marketing of oil and gas.
• Knowledge of the domestic and export Sales Gas sector within the Oil and Gas industry.
