Job description / Role

Employment: Full Time

- Develop training and qualification programs within the HSSE Directorate that comply with regulatory requirements
- Coordinate with internal stakeholders to identify and deliver specific HSSE training requirements
- Identify and implement specifically tailored training programs, standards and procedures i.e. for QF R&D as required
- Work proactively with the QF R&D HSSE Training Specialist to establish and maintain a system that promotes a culture of competence across the QF R&D organization
- Maintain a holistic HSSE training program that provides employees with the knowledge, skills and attitudes to support the HSSE mission while protecting themselves, co-workers, the public, and the environment
- Review existing HSSE training programs on a continuous basis to ensure relevancy, accuracy of content and appropriateness of delivery methods; as appropriate, edit, update and / or re-design content to ensure all such programs remain in alignment with business, human resources and training objectives and expectations
- Assist line management in identifying training needs based on requirements, hazards, tasks, and / or performance needs
- Ensure training materials have been updated to incorporate changes such as modifications to the facility, safety requirements, procedures, regulations, and pertinent lessons learned prior to instruction
- Monitor performance and ensure qualification of facility and sub-contractor instructional staff.
- Coordinate vendor provided training; ensure sub-contractors conducting training activities do so in accordance with HSSE training policies and procedures
- Ensure individual training records, program plans and course information is accurately maintained and available for audit when required
- Act as the principal liaison with QF HR for the training functional area
- In coordination with QF HR, manage training records and database services: develop and / or maintain the programs and documentation for managing and administering training databases, applications and information sources
- Perform training assessments and evaluations using applicable objectives and criteria, ensure consistency and discover areas for improvement
- Contribute to the development of new course design and the updating of existing course content through training needs analysis to determine appropriate delivery methodology.
- Organise the delivery of in house training by appropriately qualified staff
- Prepare an annual budget, schedule expenditures, analyze variances and initiate corrective actions when required
- Ensure activities are planned and resources provided to meet objectives and performance goals
- Prepare performance reports by collecting, analyzing and summarizing training information and trends (e.g., registration, actual attendance, successful completion rates, etc.); identify adverse trends and report training performance to management, internal and external clients
- Establish and implement metrics for monitoring training program effectiveness and to enable sound business decisions
- Provide day-to-day direct management of the QF HSSE Training team
- Other reasonable tasks as assigned by the Director, Business Support & Shared Services
- Comply with and enforce QF health, safety, and environment policies, procedures, legal regulations and objectives applicable to areas of responsibility to ensure that work is performed in a safe, healthy and environmentally-sound manner

Requirements

- Bachelor’s degree in a relevant discipline with 8 years’ experience in training development OR Master’s degree with 6 years of relevant work experience
- Certification in training development, instructional design, or equivalent
- Extensive knowledge of training strategies and processes with eexperience in designing and implementing training programs.
- Experience working in a multi layered organization covering Health, Safety, Security, Environment, Fire, Emergency Planning and Research facilities / Labs
- Very good team management skills
- Excellent writing and communication skills in English; Arabic proficiency preferred
- Proficiency in MS Office applications
