The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $60B for infrastructure and road projects by 2019. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced IT Advisor to their team to add value in an advisory capacity.

The focus of this role is to:
- Perform the necessary leadership, analysis, and design tasks relative to the development, maintenance and governance of the IT function across the enterprise business, information technical, and solution architecture dimensions.
- Provide Business and IT Transformation.
- Provide strong IT Managed Services / Outsourcing Projects.

Reporting to Director of IT and working as part of the IT executive team, your responsibilities in the role will include to:
- Development of IT strategies and vision to meet business objectives.
- Understand, advocate and augment the principles of innovative IT strategies.
- Lead the identification and development of enterprise technology innovation initiatives.
- Lead the identification and analysis of enterprise business drivers to derive enterprise business, information, technical and solutions architecture requirements.
- Analyze the current IT environment to detect critical deficiencies and recommend solutions for improvement.
- Analyze technology industry and market trends and determine potential impact to the enterprise.
- Lead and develop partnerships with Business Relations team in creation of business capability roadmaps.
- Lead and facilitate the creation of principles to guide technology decisions for the enterprise.
- Oversee the evaluation and selection of hardware and software product standards and the design of standard configurations.
- Consults with application development and infrastructure development projects to fit systems / infrastructure to architecture and identify when it is necessary to modify the technical architecture to accommodate project needs.

Requirements

- Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, Systems Analysis or related discipline.
- 15+ years of IT experience in at least two IT disciplines, with at least 7-10 years of experience in business analysis and/or business strategic planning.
- Strong TOGAF knowledge
- Ability to translate business needs into technical architecture requirements.
- Ability to understand the long-term (“big picture”) and short-term perspectives
- Ability to quickly comprehend the functions and capabilities of new technology.
- Robust analytical and technical skills.
- Knowledge and experience with business and technology capability mapping
- Knowledge and experience with the capture and application of business architecture to the development of enterprise architecture.
- Knowledge of all components of a technical architecture.
- Knowledge of business re-engineering principles and processes.
- Good understanding of network architecture.
- Good understanding of service-oriented analysis and design.
- Skill and experience with information technology suppliers in terms of vendor management.
- Strong oral and written communication skills, in order to facilitate client relationships and build consensus.
- Ability to apply multiple technical solutions to business problems.
- Strong interpersonal skills including teamwork, facilitation and negotiation.
