Our client is a global Property Development firm who are world renowned for the development of iconic mega projects worldwide. Their key project is a city project that extends across 38 square kilometres and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors. They now seek to recruit a MEP Manager (Design) Infrastructure to plan, organize and supervise the work of the MEP team members to ensure all work in performed within the parameters of the project schedule as well as ensure the direction and management of all MEP related issues relative to contractual obligations.

Reporting to the Senior Design Manager – Engineering, this role is responsible to:
- Review the MEP Services and Infrastructure drawings, reports and specifications submitted by the Design Consultant for each listed utility at each Design Stage to ensure completeness, correctness and compliance with the approved Scope of Work (SOW) and defined Employer Requirements (ERs).
- Assess and seek clarification on constructability during early Design stages.
- Ensure the Design Consultant(s) incorporates the comments raised from previous stages.
- Liaise with MEP engineering team in the office for engineering support and control.
- Review alternatives to the Design concept submitted by the Design Consultant(s).
- Coordinate, report and defend all engineering ideas internally
- Progress monitoring of related designs in collaboration with the design time schedule.
- Ensure Project Management team are constantly informed as to changes made in the field to ensure timely processing of contract change orders as well as supporting project managers in design related issues.
- Plan, organize, and supervise the work of the MEP team members to ensure all work in performed within the parameters of the project schedule.
- Coordinate with local authorities and third parties related to all necessary MEP requirements for the project.
- Ensure all design works are comprehensive and discussed with the various engineers for the best implementation and installation of services in coordination with other parties and contractor.
- Manage/ Coordinate quality checks in liaison with the QA Manager.
- Review and monitor the test schedules.
- May participate in negotiations with regulatory agencies in public meetings to support the client.
- Provides input to performance reviews and development plans for subordinates.
- Field responsibilities may include labour relations and local procurement, etc., if required
- Works with other managers, project engineers, and discipline leads to develop budgets, schedules and plans for the various elements of the project.
- Ensure that the project meets or exceeds goals established in these plans.
- Initiate risk assessment of utilities projects, review and endorse risk assessment results and recommend course of action to ensure mitigation of risks.
- Attend final inspections on completed projects, initiate 'Contract Completion Certificates' and 'Handover Certificates' after checking back-punch list items have been cleared by the contractor in order to complete and submit the project documentation dossier.
- Develop and follow up tasks and duties for all members of the MEP team.
- Preparation of drafts for decisions to be approved by upper management.
- Approval of design reviews of MEP design.
- Coordination with design managers and developer design interface coordinators.
- Participate in the pre-qualification exercise of the construction contractors.
- Reviewing technical proposal and specification documentation.
- Review and evaluate tenders and make recommendations to tender committee on suitability of contracts.
- Review completeness of Tender Documents, ensuring full compliance with Employer Requirements prior to issue Tender.
- Participate in response to bidders clarifications and attend Technical Meetings along with PM and Design Consultants bidders during Tender stage.
- Interface coordination with Public Realm/Landscape, Roads, Structures and Other Utilities (e.g. substations).
- Monitoring of design process regarding compliance with design time schedule.
- Establishing acceleration measures in case of any delay if required.

Requirements

- Degree either in Electrical or Mechanical Engineering with a minimum of 10 - 12 years of related work experience with at least 4 years in a comparable position.
- Knowledge and experience with design of large scale MEP systems and infrastructure.
- Experience in all kinds of high valued projects including Pump Station and Waste Water Projects.
- Exposure in the construction of large industrial or infrastructural projects is highly preferred
- Have complete knowledge of drawings, specifications, general contracts and time schedules.
- Keep abreast of technical developments, relevant regulations and industry best practice.
- Confident, proactive character, with a track record of taking the lead in challenging situations.
- Ability to run comprehensive MEP projects successfully.
- Fluent in English, with excellent written and oral communication skills.
- GCC experience on large interdisciplinary projects is a must.
- Experience in expatriate environment is highly desirable.
