Employment: Full Time

The Quality Manager monitors the implementation of the Company’s Management System in compliance with PARSONS Corporate policies, International Standards and Client’s requirements. Periodically conducts detailed audits to assess the level of compliance with the QM system, policies, procedures, and related-quality activities. Regularly interacts with Group Managers and individual Project Managers to assess on-site activities (client‘s design and/or construction contractors). Randomly monitors and audits the quality activities, set forth in the QM program, to confirm that products or services provided are in accordance with client requirements. Acts as the Project QM for Design Projects and Construction Projects without assigned QA/QC Manager or QA/QC Engineer while supports QA/QC Engineers in auditing role, if necessary. Reports to the Area Manager and provides updates to the Country Quality Manager.

Duties and Responsibilities:
- Assesses the compatibility and compliance of the QMS and followed processes as per International Standards’, PARSONS Corporate policies’ and Clients’ requirements:
- Management Plans – Reviewing PMP/POPs and facilitating approval
- Documents required and project specific processes
- Report performance of IMS to (Doha, Qatar) Leadership
- Improve Plan improvement activities with ROI
- Report of effectiveness of improvement initiatives
- Supports monitoring the preparation and issuance of project specific QA/QC processes and procedures in compliance with Client’s requirements; and monitors that these are implemented effectively.
- Plans, directs and performs audits, reviews, surveillances and follow-ups of company’s operations.
- Identifies and reports to the Area Manager and the Country Quality Manager on quality issues or trends based on data from a variety of sources.
- Supports implementation of appropriate corrective action to quality issues at individual projects.
- Provides input to management on organization performance metrics, and process or procedural system improvements.
- Assumes additional responsibilities as directed by the Area Manager.

Requirements

- A bachelor or higher degree in engineering (4-year degree in Engineering). Western education is preferred.
- 15 years professional experience of which 10 years of related work experience in the field of quality management, including 5 years experience in management of construction projects.

Additional Requirements:
- Extensive knowledge of quality assurance/quality control methods, management practices, processes and current technology.
- Proven experience in directing and implementing management systems and standards specified by ISO 9000, ISO 14000, ISO 18000 etc and products/services standards.
