Planning Engineer (BIM Specialist (Infrastructure / Buildings)

• Manage and overlook BIM delivery for Ashghal Project(s) within the Department
• Manage key stakeholder interfaces to ensure successful delivery of various outcomes across the Project(s) and Programme.
• Establish project controls and reporting and ensure timely delivery of Project(s) to time, cost, and quality.
• Provide leadership to BIM Coordinators and BIM Technicians within the Department
• Drive the implementation of Ashghal BIM standards within the Department to ensure compliance with international best practice.

Key Responsibilities:
• Ensure inclusion of BIM requirements in tender documents and communicate the requirements to the supply chain and relevant stakeholders.
• Conduct BIM capability assessment in each tender and evaluate tender submissions to ensure compliance with Employers Information Requirements.
• Provide advice to senior staff in relation to the incorporation of BIM in the department on complex matters.
• Develop, lead and assist project teams in BIM project set up.
• Develop and deliver, both internally and in conjunction with Ashghal’ s supply chain structured BIM models for Programmes / Projects within Ashghal.
• Plan project BIM deliverables and manage their effective delivery in accordance with the Project Schedule and BIM Execution Plan (BEP).
• Manage development of BIM Objects for the corporate library in coordination with the Engineering Services Department.
• Provide guidance and assistance with design projects to ensure they are setup and progress optimally.
• Develop and establish SLAs and KPIs to monitor and report BIM implementation within the Department.
• Develop procedures to facilitate sharing of content and knowledge throughout the organisation.
• Keep abreast of latest trends and technologies in the BIM environment.
• Maintenance of PWA BIM framework documents related to Infrastructure.
• Development and maintenance of PWA BIM object library for Roads, Drainage and Buildings (Civil 3D / Revit).
• Development and maintenance of templates in Autodesk Civil 3D / Revit.
• Support on the growth of PWA internal BIM resources in PA.
• Development and maintenance of in-house training documents and sharing with the PA .
• Organizing in-house trainings, seminars, and workshops for internal staffs in PA.
• Engagement with PWA supply chain through events and industry briefings.
• Process BIM Exemption Request after reviewing the scope documents.
• Development and maintenance of BIM processes (incl. IBM Blueworks) related to PA.
• Coordination of BIM activities and project delivery with Projects Affairs.
• Study the scope of the project and recommend Project BIM Exemption requests.
• Reporting BIM progress and performance with integration to corporate dashboards for PA Projects.
• Supporting PA in creation of BIM project tender documents for Infrastructure projects.
• Supporting PA in evaluation of BIM project tender submissions for Infrastructure projects.
• Supporting PA in BIM project setup and technical reviews of BIM project deliverables.
• Audit of quality assurance procedures and related checklists for Infrastructure projects.
• Compliance reviews and quality assurance of BIM project deliverables for Infrastructure projects.
• Reviewing / Performing model-based clash detection.
• Coordination with Project Affairs to align information delivery requirements with Assets Affairs.
• Support the use of Common Data Environment (ACC) for BIM data in PA
• Provide Inputs and involve in the R&D to provide solutions related to Digital Construction.
• Provide Inputs and involve in the integration of digital tools in BIM environment to optimize processes and make them more efficient in the Ashghal initiative of Digitalization.

Requirements

Skills and Competencies:
In-depth knowledge of BIM standards and procedures with good understanding of integration from/ to BIM with other applications.
• knowledge of Geographical information systems and ESRI technologies.
• A “rounded profile”, comfortable with planning, analysis and managing process (the successful candidate will also be able to mobilise people and teams and by their leadership skills lead teams and secure successful deliverables)
• Experience in advanced technologies relevant to the field, and aware with the new trends worldwide.
• Effective project management skills are essential to coordinate BIM activities across different project phases. This including defining project goals, setting milestones, allocating resources and tracking projects.
• Knowledge of Modern methods of construction and digital construction.
• Skills on strategic management and directions for BIM implementation on the organization.
• Need to lead and motivate multidisciplinary teams consisting of architects, engineers, designers and stakeholders. Strong leadership skills and high communication skills are necessary to guide the team towards successful BIM implementation.
• Knowledge in integration of BIM existing platform with other existing
applications/systems for advising the required direction.
• Effective in building good working relationships within teams for complex structures, both internally and with various external project stakeholders.
• Demonstrable expertise in management, analysis, and simulation of information models, within the project delivery and asset operation lifecycle
• Construction project often face challenges and unexpected issues. BIM specialist should have strong problem-solving skills to address issues related to clashes, coordination, and model discrepancies.
• The construction industry and technology landscape are constantly evolving. BIM
• Specialist should stay up to date with the latest advancements in BIM technology and be willing to adapt their strategies accordingly.
• This position needs to interact with clients to discuss project progress, present BIM models, and address any concerns. Strong interpersonal skills are necessary for effective client communication.
• Expertise in clash detection and coordination of all services per design standards
• Experience of using information models for measurement, construction scheduling, and cost management .
• Knowledge of identifying risks and proposing effective mitigations.
• Knowledge in software supporting the creation, analysis, simulation e.g., Autodesk Civil 3D, Revit, Navisworks.
• Knowledge in software for automation of routines to support standards and improve productivity like Synchro, CATO / Cost X, Solibri, Infraworks, Dynamo is desirable.
• Knowledge of 3D rendering, visualization and simulation.
• Knowledge on understanding on pain points of BIM manual review and advise to develop tools to increase the productivity.
• Knowledge on BIM software tools development for quality check-up and assurance.
• Experience of contract documentation including appropriate standards.
• Knowledge in content creation such as parametric families and type catalogues.
• Ability to configure and maintain the project Common Data Environment to enable the effective management of engineering design deliverables.
• Knowledge of COBie specification and ability to export files from models.
• Knowledge of international standards, such as ISO 19650, and related standards.
• Familiarity with internationally recognized classification systems (e.g., Uniclass, Masterformat).

Qualifications & Criteria:
• Minimum of 14 years post graduate experience in major civil engineering projects including at least 5 years recent experience of working on buildings and/or infrastructure (roads, drainage) projects
• Minimum of 7 years of experience in BIM projects and software (e.g., Revit/ Civil3D/
• Navisworks) of which a minimum of 5 years should be where they have been responsible for BIM implementation on buildings and/or infrastructure (roads, drainage) projects.
• University degree from a recognised university in an appropriate field such as Engineering, Architecture or Construction Management or equivalent
• Excellent written and verbal communication skills in English.
