Job description / Role

Employment: Full Time

Job summary: Define, manage and drive the Planning & Performance Management across the SC by working closely with departments and project teams to identify measure and report in line with SC’s corporate goals and objectives. Develops the SC’s long term strategy and annual operating plan.

Key responsibilities

Planning
Coordinates the definition of the SC’s corporate goals and objectives with SC Executive Management.
Develops the SC’s long term strategy and annual operating plan.
Collects and evaluates internal and external information that may affect the organization’s present and future state.
Coordinates the development of annual departmental operating targets and business plans.
Leads and develops in coordination with Finance the SC wide annual budget and any other projections as required by Executive Management and/or relevant Ministries.
Develop project prioritization in coordination with PMO based on management priority on SC’s goals.
Provide planning and strategic advisory to Executive Management in the area of strategy, planning and projects.

Performance
Develops, improves, and maintains SC’s Performance Management Framework (PMF).
Coordinates the development of the annual departmental and divisional performance plans and dashboards, cascading and translating the corporate goals and objectives into specific departmental and divisional performance targets.
Generates monthly, quarterly, and annual performance reports for submission to the Secretary General.
Develops performance action plans and monitors the same based on direction from SC’s executive team with the support of the user Department/Division.
Conduct organizational assessments and develop organizational guidance to set forth the priority performance outcomes for the Department.
Improve performance management infrastructure that supports the operation of the Performance Management Framework and performance reporting activities

Others
Perform any other duties assigned by the supervisor directly related or relevant to the job
Ensure the assigned responsibilities are delivered:
To a high standard of quality and timeliness
In full compliance with the SC Quality Policy and the Safety and Security rules and requirements
In line with any standards and objectives designated in the Employee Performance Management system

Requirements

Education and certifications

Postgraduate degree (MBA, MA/MS in Business Administration, Strategy, Management or relevant discipline)
Certification in an organisation transformation field such as Balanced Scorecard (BSC) or European Foundation for Quality Management (EFQM) is desirable.
Certification in Project Management (PMP) is preferred.

Experience and skills

Minimum 12 years of experience in large scale programme or similar work environment with at least 5 years of experience in a supervisory or managerial role.
At least 5 years experience with corporate strategy, business planning, and the development of corporate Performance Management Frameworks, specifically Balanced Score Cards.
Experience in project management and organisational change management.
A good manager and leader who capable of building excellent relationships at all levels.
Excellent interpersonal and analytical skills.
Excellent written and verbal communication skills.
Experience of working in the region and knowledge of local culture will be an added benefit
High attention to detail and accuracy
Problem-solving abilities
Flexibility and a related ability to work autonomously
A team player willing to work on tight timelines and pitch in when needed
A positive attitude, patience and persistence, especially when dealing with various internal and external stakeholders
Experience with performance management software/solutions is an advantage
Knowledge of Arabic is an advantage
