This role has responsibility for managing projects within a program which will improve HMC performance impacting upon innovation & development, service transformation & improvement, and strategic enhancements. This position has the authority to resolve problems within the parameters of agreed program objectives, budgets, and available resource allocations. This position makes recommendations on new program initiatives as well as any interventions required to maintain alignment of existing programs.

Common Responsibilities:
- Supervise and coordinate activities of staff.
- Interpret job specifications and key responsibilities to direct subordinates and assign duties.
- Assist in the review and standardization of procedure to improve efficiency.
- Monitor the subordinates' performance and perform the annual appraisal.
- Implement subordinates motivation plans to ensure achievement of work goals.
- Identify staff training needs, and attend and evaluate trainings.
- Confer with peers to coordinate activities of individual section. Prepare performance reports.

Specific Responsibilities:
- Develops projects which deliver sustained longer term improvements based on comprehensive analysis of HMC strategies and objectives.
- Ensures alignment of projects with programs and with departmental objectives.
- Establishes processes and procedures to facilitate project management and project accomplishments.
- Develops project plans, bringing together information on projects, resources, timescales, monitoring and control.
- Oversees components of system redesign and service delivery improvement projects.
- Manage and direct project support staff attached to sub-projects.
- Deliver projects according to a standardized project management framework and pre-determined timelines to ensure integration of projects and systems.
- Ensure that projects are integrated into hospital business plans and service delivery operations.
- Coordination, and prioritization of resources across projects.
- Mitigation of risks through appropriate planning.
- Ensures effective management of projects and stakeholders.
- Continuously assesses project performance, researches and develops new capabilities.
- Plans, directs, organizes, controls & coordinates technical efforts, and project staff.

Requirements

- Bachelor’s degree in science, management, the humanities or equivalent, or 2-3 year Diploma in Business Administration.
- Preferred Education: Masters Degree in science, management, the humanities or equivalent.
- Required certification/licensure: N/A
- 3 years experience in project management.

Preferred Experience:
A track record of delivering significant improvement programs at a country or regional level in a healthcare environment.

Language Skills: English essential / Arabic preferred
Computer Skills: Expert level skills in MS Office, and MS Project.
