Our client is a Project Management Company delivering prominent high profile buildings and facilities in Qatar since 2002. They provide superior project management services across the region, for complex and challenging infrastructure and building projects.

The Proposal Manager is responsible for overseeing and coordinating ‘Expressions of Interest’ (EOIs), Pre-Qualification (PQs) Statements, ‘Requests for Proposals’ (RFPs), ‘Requests for Qualifications’ (RFQs), ‘Requests for Clarifications’ (RFCs) and ‘Requests for Information’ (RFIs) through an established proposal process for public and private sector client and prospective client pursuits throughout the Company. The position works with business development, other Company Office Proposal Teams, subject matter experts and senior staff in determining the viability of opportunities through an established ‘Go/No-Go’ process. For approved pursuits, this position works with business development and technical staff to develop the overall strategy for the deliverables. The Senior Proposal Manger leads an established team of Proposal Development Specialists and provides direction and support so that all deliverables are compliant, compelling and professional.

The Senior Proposal Manager communicates regularly with staff and senior leadership in the domestic and international operating divisions of the company. The position will work closely with contracts, risk and project/program management teams and other BD groups in the company as it relates to proposal assignments. The Senior Proposal Manager evaluates competitor proposals, win rates, and processes to recommend and implement new processes and methods to improve organizational efficiency and win rates. The person in this position must encourage communication among team members, provide direction and coordination for satellite offices, foster mutual trust, and strengthen the team's commitment to achieve the goals of the proposal effort.

Duties and Responsibilities:
- Lead the development and production of ‘Expressions of Interest’ (EOIs), ‘Requests for Proposals’ (RFPs), and ‘Pre-qualifications’ (PQ) in concert with the business development team to produce client-focused documents and presentations that meet RFP requirements.
- Read and review RFP/PQ/EOI invitations and any clarifications and prepares ‘Bid Responsibility Matrix’ accordingly.
- Coordinate and support ‘Go/No-Go’ decision-making with BD and Managerial staff.
- Direct and support other Proposal Teams in satellite offices as may be required.
- Coordinate with various Company departments to secure legal and insurance reviews of RFP documents. Liaise with the relevant BD Manager and the relevant proposal team members and comply with the established proposal process.
- Schedule kick-off meeting with relevant parties to initiate the submission preparation process.
- Prepare, assemble and issue required technical and financial proposals, pre-qualifications, and Client issued updates in Scope or Nature of the Work, presentations and proposal clarifications.
- Liaise and coordinate with other various departments within The Company to gather relevant information and data in order to prepare technical and financial proposals and assist in responding to proposal clarifications.
- Liaise and coordinate with JV partners, sub-consultants to gather relevant information.
- Work with graphics team to create graphic design and layout for proposals, pre-qualifications and presentations, as required.
- Collect and draft technical proposal sections from past submissions or by research through individuals or other sources.
- Obtain assistance from other departments (Technical, Cost and Project Teams, Planning, Contract Administration, Construction, etc.) as required to prepare the proposal.
- Supply relevant information to other Company BD operations and departments as required.
- Perform various administrative and document controlling activities related to proposals, pre-qualifications, and proposal clarifications.
- Maintain and access Business Development related Archives, Cost and Performance Records.
- Update the Client and Proposal Databases, any Progress and Monthly Reports for all opportunities.
- Ensure that all proposals meet the requirements of the Client and are of the highest quality with concise, comprehensive information.
- Other functions as may be directed to identify risks, support delivery, administrative and project operations and client delivery.
- Lead the development and production of proposals and pre-qualification in concert with the business development team to produce client-focused documents and presentations that meet RFP requirements.
- Read and review RFP/RFQ/RFI invitations and prepare ‘Bid Responsibility Matrices’ in accordance with best practice methodologies.
- Coordinate with various Company Departments to secure legal and insurance reviews of RFP documents.
- Liaise with BD Manager and the relevant proposal team members and comply with the established proposal protocols and processes.
- Assist in identifying conflicts, potential value-adding benefits, options and alternatives or other missed opportunities.
- Schedule kick-off meeting with relevant parties to initiate the submission preparation process.
- Prepare, assemble and issue required technical and financial proposals, pre-qualifications, presentations and proposal clarifications.
- Liaise and coordinate with various departments within The Company, JV and strategic partners and any sub-consultants to gather relevant information and data in order to prepare technical and financial proposals and assist in responding to proposal clarifications.
- Select relevant information to include in proposals, pre-qualifications, presentations and proposal clarifications.
- Work with graphics team to create graphic design and layout for proposals, pre-qualifications and presentations, as required.
- Collect/draft technical proposal sections from past submissions or by research through individuals or other sources.
- Conduct research, establish resource files and update proposal templates on the BD server.
- Supply relevant information to other Company Offices and Departments as required.
- Perform various administrative and document controlling activities related to proposals, pre-qualifications, and proposal clarifications.
- Maintain and access historical Archives, Cost and Performance Records.
- Support and update the CRM Database, Progress and Monthly Reports and Archives for all opportunities
- Prepare proposal plan and capture documents to include, full proposal outline, schedules and compliance matrix.
- Coordinate preparation and production of all proposal volumes and ensure the effective writing of the proposal documents.
- Review and edit proposal prepared content for readability, consistency, clarity and compliance with requirements, minimizing style differences from multiple authors and contributors.
- Coordinate proposal calendar to meet all deadlines outlined in the RFP.
- Plan and execute proposal development assignments for the proposal team including writers and the publication staff.
- Research and develop understanding of Client and Project specifics including Needs and Requirements, local conditions and risk assignment or tolerance as may impact proposals.
- Ensure all strategies and themes are integrated in the proposal document.
- Coordinate any storyboard development with authors and signs off completed storyboards prior to first draft writing. Drives schedule and development of the proposal document.
- Work closely with functional departments including Human Resources and Recruiting to obtain talent, strategic partnerships, resources and information necessary to develop and finalize proposals.
- Gather information on past project experience and develops key personnel resumes.
- Provide overall quality assurance for proposal materials.
- Oversee the implementation of The Company’s brand standards throughout all materials, coordinates, publications and reprographics, and production schedules with graphic designers and compiles/distributes submittals and then ships them.
- Coordinate on all postings on The Company website for content accuracy and work with the creative and web teams to correct any issues.
- Provide word-processing, video, multi-media or desktop publishing and graphic design management skills to produce proposals, brochures, conference materials, award submissions and presentations following The Company standards.
- Gather data from subject matter experts for inclusion in pricing determinations and technical proposals; validates precise resources required.
- Interface with Recruiters, Project and Planning Teams to staff vacant or proposed positions for ongoing or projected operations.
- Coordinate with any outside agencies engaged by The Company.
- Support participation in Conferences, Presentations, Promotions, Events and Programs attended by The Company.
- Understand and abide by the standards set forth for ethical behavior and integrity as detailed in the Code of Business Conduct.
- Perform all other duties as prescribed by management.

Working Conditions:
- Working conditions are normal for an international office environment.
- Position may require occasional weekend and/or evening work.
- Some regional or international travel may be required.

Requirements

- Minimum of Bachelor’s degree in Journalism, Communications, Business Administration, Marketing from accepted institution and Industry related field.
- Minimum of 7-years of specific business development field experience with a recognized, International Management Consultancy or A/E/C firm(s) on large-scale civil projects.

Knowledge, Skills and Abilities:
- Capable of directing others.
- Proficiency in spoken and written English language skills are a priority.
- Arabic and other language skills are desirable.
- Strong grammar, spelling, composition and proofreading abilities.
- Proactive team player with a positive, can-do attitude.
- Excellent communication, interpersonal, time management and organizational skills.
- Strategic thinker with understanding of how to develop winning proposals.
- Detail-oriented and the ability to multi-task.
- Ability to work under the pressure of a deadline driven environment
- Works independently but functions effectively as part of the team
- Creative mindset including the ability to take ideas from concept to final product.
- Quick self-starter who is able to work with different personalities and professional styles.
- Ability to work some evenings/weekends with some travel requirements
- Proficiency in Adobe Creative Suite, InDesign, Visio, PowerPoint, and MS Office and Works.
- Video production, communication and graphic presentation skills preferred.
