Job description / Role

Employment: Full Time

Job summary: To develop and incorporate quality and organisational excellence measures and robust assurance frameworks in to all Departments, projects and activities across the SC. (To champion and drive a quality and excellence culture within the SC both at function and project team level.

Key responsibilities:
- Develop/update the Quality & Excellence strategy and approach for the Strategic Programme and an Implementation Plan.
- Review and maintain the Quality and Excellence policy and procedures for the SC.
- Develop and implement a Quality Framework and ensure that Quality and Excellence measures are integrated in Departments/ Divisions and Tier 4 Projects.
- Incorporate Quality and Excellence measures and reporting frameworks into Tier 4 Projects and activities, with the intent of becoming an international benchmark for best practice, operational excellence, and strategic execution.
- Is responsible for the overall establishment, implementation, maintenance and continual improvement of the Quality Management System (QMS) in accordance with ISO 9001:2008 requirements.
- Is appointed and will act as the QMS Management Representative and will ensure all responsibilities as detailed in the QMS Manual are undertaken.
- Ensure reported performance measure data has been validated for accuracy and integrity in Performance Management dashboard reports.
- Facilitate and champion a corporate culture whereby staff will be dedicated to realising goals and objectives at an outstanding level of quality and sustained performance, in?line with national initiatives and plans.
- Review all strategies, reports, and documents submitted by Quality and Excellence Experts/ Specialists and prepare Quarterly Quality Assurance Reports to management, identifying non-compliance.
- Work closely with relevant parties on PIDs development and business cases to ensure that Quality and Excellence plans are embedded, where applicable.
- Work closely with the Strategy Management & Performance team to define quality and performance approach and strategy and provide guidance on how to enhance implementation across the SC.
- Lead specific Quality and Excellence initiatives.
- Embed best practice globally to help the SC optimise the opportunities presented from lessons learned elsewhere.
- Provide guidance and training on Quality and Excellence to SC staff members and ensure Quality and Excellence is a core part of all staff and new joiner career development and training.
- Communicate the Quality and Excellence strategy and implementation plan, internally and externally.
- Provide professional development and perform periodic performance appraisals for staff in Quality and Excellence (in coordination with the HR & Administration function) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay increments for staff under immediate control.
- Support the review progress of the Quality and Excellence against KPIs and objectives on a monthly, quarterly and annual basis. Highlight achievements and identify issues affecting Quality and Excellence strategy implementation. Recommend improvements and efficiencies in line with business priorities.
- Perform any other duties assigned by the supervisor directly related or relevant to the job.

- In line with any standards and objectives designated in the Employee Performance Management system

Requirements

Education and certifications:
- Advanced degree (MBA, MA/MS in Business Administration, Economics or relevant discipline)
- ISO 9001 - Quality Management Systems Internal Auditor or ISO 9001 Auditor/Lead Auditor Certified (IRCA)
- Attended/completed the following courses:
- ISO 9001 - Quality Management Systems Foundation Training
- Auditing for Improvement
- Lean for Service
- Lean Six Sigma
- Process Design and Improvement
- Root Cause Analysis

Experience and skills:
- Minimum 12 years of relevant experience in Quality Management (e.g. ISO 9001 implementation and operation), performance improvement and organisational excellence, with at least 5 years in a supervisory or managerial role.
- Experience in leading and championing process-improvement initiatives preferably in large scale organisations / programmes that had regional or global focus.
- Experience of engaging with and influencing senior stakeholders preferably in large scale projects / programmes.
- Proven track record of stakeholder management and track record of success working with a range of stakeholders (general public, interest groups, community groups, schools and developers).
- Excellent knowledge of the local, regional and international regulatory policy issues and emerging policies affecting large-scale development projects.
- Excellent written and verbal communication skills.
- High attention to detail and accuracy.
- A team player with strong initiative and ability to manage multiple priorities simultaneously on challenging deadlines.
- A positive attitude, patience, and persistence, especially when dealing with various internal and external stakeholders.
- Knowledge of Arabic is an advantage.
