Rail Interface Manager - World Cup Programme, Doha, Qatar

Reporting directly to the Deputy Programme Director of Infrastructure, the Rail Interface Manager will require close coordination, alignment and communication across the delivering entities, key stakeholders, PMC team, and the Supreme Committee for Delivery & Legacy. Key components of the position will require you to:-
- Assure delivery of second party rail programme which include, depot, OCC, rail systems and operations required for a successful World Cup.
- Coordinate stakeholder engagement, both internally and externally and integration to achieve programme objectives for scope, budget, schedule, quality, sustainability, legacy, etc.
- Make certain that the FIFA requirements, tournament Transport Strategy and Transport Plan and pertinent aspects of the National Vision 2030 are fully and satisfactorily achieved.
- Facilitate delivery of metro programme to support timely operation of Competition Venues and Tournament and ensure connectivity is achieved between Competition Venues and Central Doha, accommodation areas and airport.
- Actively participate in working groups aimed at providing solutions to delivery challenges, such as construction logistics, supply chain, testing and commissioning and legacy.
- Assist in the collection and analysis of project performance data (e.g., schedule, safety, resource requirements, systems assurance, testing and integration) from stakeholders.
- Foresee programme risks, offer real-time mitigation strategies, monitor and update risk strategies and report high risk matters to the Supreme Committee for Delivery & Legacy.
- Coordinate with stakeholder approving authorities and ministries to ensure appropriate legislation, permits and approvals are secured for timely rail operations.
- Evaluate rail operational plans and scenarios for tournament to assess sufficiency for tournament capacity and inclusion of critical FIFA and Supreme Committee requirements.
- Enforce provisions of Memoranda of Understanding and Cooperation Agreements.
- Review project schedules for adequacy with respect to delivery milestones, level of detail, WBS, logic, duration, interfaces and resources.
- Adhere to all programme governance, policies and processes.
- Represent CH2M and the Supreme Committee with the highest level of professionalism.

Requirements

The successful candidate will have a degree in engineering and ideally chartered, and will come with 20 or more years of relevant experience, including recent design, construction and commissioning to operations of rail schemes. Previous work experience in the State of Qatar and other Gulf Cooperation Council (GCC) countries is preferred, knowledge of local procedures in the State of Qatar will be beneficial. Because of the size and complexity of the projects being coordinated and monitored, the qualified candidate must demonstrate a high degree of technical proficiency, subject matter expertise and the necessary interpersonal skills to effectively influence the delivering entities and stakeholders.
