Senior Contracts Engineer

Job description / Role

WRS is seeking a Senior Contracts Engineer for a 6 month contract for EPC Contractor working in Doha, Qatar. Start date is ASAP. The Senior Contracts Engineer must have at least 15 years` experience in a similar position with at least five as Senior Contracts Engineer, (or equivalent).

The successful candidate will be based at the office working a 5 x 9 hour days (there may be opportunity for working extra days but no guarantee), working on a 12 weeks on 2 weeks off rotation.

Responsibilities;
- Develop contract strategies.
- Issuance of ATT (Approval to Tender) and ATA (Approval to Award).
- Working with engineering group to develop contract contractor prequalification questionnaires and analyze the subsequent returns.
- The compilation of tender lists and obtain in house and Client approval of the same.
- Compile tender documentation , ensuring (with the support of the requisitioning Manager that the package is complete and viable.
- Issue tender documentation.
- Strategize/oversee tender clarification meetings.
- Be focal point for the dissemination of information to/from tenderers.
- Issue tender bulletins.
- Facilitate and record bid opening.
- Ensure that technical evaluation is carried out in a timely and meaningful manner.
- Analyze commercial tender submissions and ensure the appropriate distribution to other disciplines and shortlist the most advantageous offers.
- Facilitate tender clarification documentation,
- Attend meetings ensure records are maintained.
- Develop negotiation strategy
- Develop Contract document ensuring all relevant items from bulletins, meetings, correspondence and negotiation.
- Prepare and manage the issuance of letters of intent as appropriate.
- Prepare and manage the issuance of contracts.
- Prepare and administer Kick Off Meetings.
- Maintain savings register.
- Preparation of correspondence between Company and contractors.
- Issuance of call-off orders.
- Analysis and negotiation of claims.
- Contract Close out.

Requirements

- Candidate should have at least 15 years` experience as a contracts specialist in a petrochemical environment.
- Incumbent must demonstrate broad experience in Oil, Gas Brownfield and Greenfield facilities, preferably with EPCM contractors. Middle East experience in similar companies is preferred.
- Demonstrated success in past project involvement and technical delivery of small to medium size projects.
- Good understanding of contractual, commercial and financial functions on major projects.
- Good knowledge of contract concepts and legal requirements of contracts.
- Experienced in estimation of resources and Project risk analysing.
- Negotiation Skills, commercial acumen and attention to detail.
- Knowledge of business application including MS Word, PowerPoint, Excel and other Online applications.
